Mc Donald's at Santa Clara Avenue Project <br />Historic Built Environment Assessment <br />As a subconsultant to Psomas, South Environmental will prepare a Historic Built Environment <br />Assessment understanding that buildings located at 2101 East Santa Clara and 2109 East Santa Ana <br />Avenue are more than 45 years old. <br />Property Survey. The exterior portions of all accessible existing built environment within the Project site <br />will be surveyed by a qualified architectural historian, and detailed notes and photographs of all buildings <br />and structures will be taken. It is assumed the survey will take no more than one day to complete and that <br />safe access to the exterior of both properties will be provided. <br />Property Evaluation. South Environmental will complete a historic significance evaluation for the two <br />properties, identified as 2101 East Santa Clara Avenue and 2109 East Santa Ana Avenue, in consideration <br />of California Register of Historical Resources (CRHR) and City of Santa Ana designation criteria to <br />determine if the properties are considered historical resources for the purposes of CEQA Guidelines <br />Section 15064.5. This may include accessing local libraries and archives and contacting relevant <br />historical societies. South Environmental will also review all available building permits and construction <br />documents to determine the nature and extent of alterations made to the properties over time. The <br />properties will be evaluated on the required State of California Department of Parks and Recreation Series <br />523 Forms (DPR forms). <br />South Environmental will prepare a report that will address potential Project -related impacts under CEQA <br />Guidelines Section 15064.5. The report will summarize the results of the survey, the property significance <br />evaluations, and the Project's potential to impact historical resources under CEQA. All DPR forms will <br />be included as an appendix to the report. <br />TASK 3 INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />Subtask 3.1 Administrative Draft Initial Studv/Mitigated Negative Declaration <br />Psomas will prepare an Administrative Draft IS/MND using the CEQA Environmental Checklist Form <br />(Appendix G). In compliance with Section 15063 of the State CEQA Guidelines, the IS/MND will <br />contain the location of the Project site; a discussion of the environmental setting; a description of the <br />Project; identification of the Project's potential environmental effects; and a discussion of any required <br />mitigation. <br />The discussion of the environmental setting will be based on a review of existing information, including <br />the General Plan EIR; technical studies provided by the Applicant and analyses prepared by Psomas; <br />review of aerial photographs; and a site visit. The environmental analysis will include an explanation for <br />all checklist responses to provide an understanding of how the IS/MND conclusions were reached. <br />Project -specific mitigation will be developed for impacts that are determinedto be potentially significant. <br />The following discussion describes the work effort to be undertaken to assess potential environmental <br />impacts of the Project relative to each topical issue. <br />Aesthetics. The discussion in the IS/MND will assess the potential visual changes in comparison <br />with the existing views of the site. The site is currently developed with two single-family <br />residences and detached garages and associated improvements. Photographs of the site will be <br />taken from different vantage points and incorporated into the discussion and analysis, but <br />preparation of a visual simulation study is not included in this SOW. "Public views" of the site <br />from the roadways will be analyzed, as required by the IS checklist question. If significant <br />impacts are identified, in discussion with the City, Psomas will propose appropriate mitigation <br />measures.
