Mc Donald's at Santa Clara Avenue <br />Agricultural and Forest Resources. The site has been disturbed and developed. The Project site <br />and the general area is within urban built-up land, and the Project site is not being used, nor <br />anticipated to be used for agricultural purposes. Based on the RFP, the currently Zoning <br />designation of the site is General Agricultural (At), but the Project requires a Zone Change from <br />Al to Arterial Commercial (C5). No forest land occurs on the Project site or in the surrounding <br />area. The IS/MND will contain a statement identifying the site's lack of agricultural and forestry <br />resources. <br />Air Quality. The findings of the Air Quality Analysis, under Subtask 2.1, will be incorporated in <br />the Air Quality section of the IS/MND, and the data will be included as an appendix. <br />Biological Resources. The proposed Project site is within a highly developed area of the City of <br />Santa Ana. Based on a preliminary review of the Project site and surrounding environment by a <br />Psomas biologist, on -site and surrounding resources are limited to ornamental trees. These <br />resources will be characterized as part of the IS and mitigation measures will be identified, if <br />needed, to avoid significant impacts related to nesting birds and raptors during Project <br />construction. <br />• Cultural Resources and Tribal Cultural Resources. Psomas will submit a request to the <br />California Historical Resources Information System (CHRIS) at the South -Central Coastal <br />Information Center (SCCIC) to conduct a records search for the Project site, including a'/2-mile <br />search radius surrounding the Project site. The SCCIC currently estimates 2 to 3 months from the <br />date of request to receive the results of the records search. Additionally, Psomas will request the <br />Native American Heritage Commission (NAHC) conduct a search of the Sacred Lands File (SLF) <br />database for the Project site. The NAHC currently estimates 6 to 8 weeks from the data of request <br />to receive the results of the records search. This SOW does not include a cultural resources <br />pedestrian survey of the Project site. <br />Additionally, Psomas will provide tribal consultation support as needed to the Lead Agency to <br />fulfill the agency -to -agency consultation requirements Assembly Bill 52 (AB 52). AB 52 requires <br />a Lead Agency to provide formal notification to tribal representatives that are traditionally and <br />culturally affiliated to the geographic area where a project is located. This task assumes the <br />preparation of up to eight letters on Lead Agency letterhead; one round of review by the Lead <br />Agency; and up to four hours of telephone consultation in concert with the Lead Agency, as <br />needed, to consult with the tribes. The tribal representatives have 30 days to request consultation <br />upon receiving the AB 52 notification letter. Psomas can provide further support related to tribal <br />consultation, such as additional meetings, minutes, oradditional site visits, subject to a scope and <br />budget augment. <br />The results oftheabove records searches, and tribal consultations will be compiled and described <br />in the Cultural Resources and Tribal Cultural Resources sections of the IS/MND, as appropriate. <br />If significant impacts are identified, Psomas will recommend mitigation measures to address the <br />impacts. <br />Further, the findings of the Historic Built Environment Assessment Report, under Subtask 2.1, <br />will be incorporated in the Cultural Resources section of the IS/MND, and the report will be <br />included as an appendix. <br />• Energy. The findings of the Energy Analysis, under Subtask 2.1, will be incorporated in the <br />Energy section of the IS/MND, and the data will be included as an appendix. <br />• Geology and Soils. We understand that a Geotechnical Report has been prepared by the <br />Applicant's consultant and will be provided to Psomas for incorporation into the IS/MND. Upon <br />peer review of the report, the findings will be incorporated in the Geology and Soils section of the <br />IS/MND, and report will be included as appendix in the IS/MND. <br />Additionally, Psomas will request a paleontological resources records search and literature review <br />for the Project site from the Vertebrate Paleontology Section of the Los Angeles County Museum <br />RVr, osain lly afsamae Wa Danala ism No-oeoi21mcx A-6 Cost Estimate <br />
