CITY OF SANTA ANA <br />RFP NO.: 23-026 <br />WATER RESOURCES FUNCTIONAL SPECIFICATIONS DEVELOPMENT AND SCADA <br />PROGRAMMING SERVICES <br />Team. The type of 1/0 captured in this database shall include, but not be limited to, <br />PI -Cs, local and remote HMIs, remote 1/0 modules, radio transmitter modems, <br />backup power, wiring and termination blocks. <br />b. The Consultant shall provide recommendations for control hardware upgrades and <br />standardization. <br />c. The purpose of this task is to document existing 1/0, configurations and Site <br />equipment for use in preparing the proposed/future 1/0 list, control panel drawings, <br />functional specifications and related documents. <br />2. Conduct operations workshops with the City Water Production Team to develop and <br />document operating procedures for the Sites. The Consultant shall provide <br />recommendations for enhancement to operational practices based on currently available <br />technologies and industry best practices. <br />a. The Consultant is expected to develop a detailed understanding of each of the Site's <br />operational function including all equipment, controls, instrumentation, and <br />communication systems. Consultant shall research as necessary to fully understand <br />the capabilities and limitation of the Sites. <br />b. It is anticipated that one (1) workshop per pump station Site (8 hours each) will be <br />needed to complete this task. In addition, the City may request the following <br />additional trainings: <br />i. Field testing and training for staff <br />ii. Detailed workshops per functional specification <br />3. Create Functional Specifications for each Site that includes at minimum the following: <br />a. Narrative overview of the function and operation of the Site; <br />b. Identification of all component of the Site (i.e., equipment, instrumentation, etc.) <br />c. Narrative description of the functionality of each component of the Site (e.g., pumps, <br />tanks, VFDs, valves, meters, sensors/transmitters, monitors, etc.); <br />d. Narrative description of all operational modes for the Site; <br />e. Description of the process control strategies for the Site <br />f. Narrative description of each process control strategy; <br />g. Identification of the specific 1/0, setpoints, commands, and communications <br />associated with each strategy; <br />h. Detailed description of the control logic for each component/strategy, including <br />permissives, interlocks, PID controls, etc.; <br />i. Description of the SCADA interfaces (Dynac ES provided by Kapsch TrafficCom <br />USA, Inc. and Wonderware provided by AVEVA) <br />j. Narrative and detailed description of system alarms and other notification <br />functionality. <br />Prior to finalizing the functional specification, the Consultant shall host a functional specification <br />review workshop to review the content of the documents and receive City's approval to finalize. <br />Upon request, the Consultant shall also be able to provide field testing and training for staff. <br />City of Santa Ana RFP 23-026 <br />Water Resources Functional Specifications Development and SCADA Programming Services <br />Page 16 <br />
