Exhibit A to Side Letter 2 <br />1.b: Bi-weekly project management meetings between consultant and City staff. <br />1.c: Agenda and meeting summaries as needed for each meeting. <br />Task 2 — Project Kick-off: Psomas will coordinate a kick-off meeting with the City. The Psomas team will <br />be introduced for all planning services. This meeting provides an opportunity to identify preferred <br />contacts and communication methods, discuss and/or confirm the approach to the project, and identify <br />key community issues and concerns. Crucial issues that affect the City of Santa Ana will be discussed so <br />that all parties agree to the Scope of Work described above. Additionally, the schedule will be discussed <br />and key milestones will be defined. Psomas will prepare an agenda for and arrange the meeting. <br />Deliverables — Psomas agrees to producing the following deliverables: <br />2.a: Kick-off meeting to refine scope of services, budget, and project schedule. <br />2.b: Agenda and meeting summary for kick-off meeting. <br />Task 3 — Research of Best Practices: The Psomas team will research current UDU ordinances and <br />programs that exist throughout the state, with an emphasis on jurisdictions that are of similar size and <br />urbanized setting to the City of Santa Ana. We agree to research the path to legalization, program fees, <br />incentives, restrictions, and other unique requirements of each program as it relates to each jurisdiction. <br />Deliverables — Psomas agrees to producing the following deliverables: <br />3.a: A complete audit of the existing unpermitted dwelling unit legalization programs, in jurisdictions <br />agreed upon with the City. <br />3.b: Key research findings will be made available in Word format for City staff to review and provide <br />redlines, strikeouts, or comments for further consideration and research. <br />3.c: Psomas will provide follow up edits, as needed, in redline/strikeout format to track changes <br />throughout the writing process. <br />Task 4 — Program Recommendations: Following the analysis in Task 3, Psomas will provide <br />recommendations based on the priorities and best alignment with local opportunities and challenges in <br />the City of Santa Ana. Psomas will identify opportunities, incentives and barriers that may be most <br />relevant for the City to consider. Recommendations will be supported by data and GIS findings and will <br />be considered for their balance of equity and practicality. <br />Deliverables — Psomas agrees to producing the following deliverables: <br />4.a: Psomas will draft a report of program recommendations and implementation plans and <br />considerations for the City. This document will be a draft for City staff to review in Word format and <br />provide redlines, strikeouts, or comments for further consideration and research. <br />4.b: Psomas will provide follow up edits, as needed, in redline/strikeout format to track changes <br />throughout the writing process. <br />Exclusions: This proposal does not include the drafting of City ordinances, staff reports, public <br />notices, presentations or other materials that would be actionable items for a public hearing. <br />Task 5 — Final Document <br />Deliverables — Psomas agrees to producing the following deliverables: <br />5.a: Psomas will prepare a final report on all findings and recommendations shall be provided to City <br />staff in both Word (redline/strikeout version) and a final PDF (clean) format. <br />5.b: Psomas will provide follow up edits, as needed, in redline/strikeout format to track changes for <br />the Final Document. <br />
