8. BID BOND <br />A bid bond in the amount of five percent (5%) of the total proposed amount set forth in the <br />fee schedule shall accompany the proposal. If the proposer is interested in submitting a fee <br />schedule for multiple areas, then the 5% amount shall be based on the single fee schedule <br />with the largest amount. <br />V. PROPOSAL REVIEW (CONSULTANT SELECTION) <br />A. EVALUATION AND RATING <br />The CITY has established a proposal review committee to evaluate proposals based on the <br />response to the RFP, which includes adherence to outlined directions and format, and the CITY <br />evaluation criteria set forth above. A final score will be calculated for each submitted proposal <br />and used to rank the PROPOSERS. <br />The criteria for evaluating the proposals submitted will take the following items into consideration: <br />• Firm/Team Experience <br />20% <br />• References/Relevant Project Experience <br />20% <br />• Listing of Resources <br />20% <br />• Manner for Performing Service/Schedule <br />20% <br />• Fee -Price <br />20% <br />The CITY reserves the right to request clarification and/or request additional information from <br />PROPOSERS, if necessary. Such clarifications and/or additional information shall be submitted <br />by the PROPOSERS as an Addendum to the Proposal upon request of the City. However, since <br />PROPOSERS may not request to provide additional input, PROPOSERS are advised to submit <br />complete information in the Proposal. <br />Based on the evaluation results, the City may hold interviews and finalists may be asked to <br />participate in an interview session and/or supplemental questionnaire. If an interview session <br />and/or supplemental questionnaire is performed, the exact date and time will be provided to the <br />finalist(s). If an interview session and/or supplemental questionnaire is performed, the City will <br />provide an overall ranking of proposals and recommend the proposal that is in the best interest of <br />the City. <br />B. SELECTION <br />The CITY will recommend award of the agreement to the PROPOSER who will provide the best <br />quality and value to the CITY. CITY reserves the right to begin negotiations, negotiate any aspect <br />of the RFP and proposal and enter into an agreement without interview or further discussions. <br />PROPOSER will be asked to sign a tentative agreement that will be subject the City final approval. <br />VI. AWARD OF AGREEMENT <br />A. REQUEST FOR COUNCIL ACTION <br />Following evaluation and rating by the proposal review committee, the Executive Director will <br />recommend award of an agreement to the PROPOSER providing the best quality and value to the <br />CITY. <br />City of Santa Ana RFP 19-093 <br />Page 10 <br />
