Vista Charter Public Schools District Office and Outdoor Space Project <br />CEQA Exemption 15183 <br />for additional staff, equipment, and facilities would come from property taxes, grants, special <br />revenue funds, and the City's general fund as future development accommodated by the General <br />Plan Update occurs. The additional demand for fire and police protection services due to <br />population growth generated within the City would be satisfied through these sources. <br />Additionally, the GPU EIR determined that school districts within the City would have the capacity <br />to accommodate future students generated as a result of the proposed General Plan Update. <br />Should there be a need to expand or construct new facilities, funding for new schools would be <br />obtained from the mitigation fee program pursuant to Senate Bill (SB) 50, and State and federal <br />funding programs. Pursuant to Section 65996 of the Government Code, payment of school fees <br />is deemed to provide full and complete school facilities mitigation. Further, while library services <br />would also experience an increase in demand, property taxes and library fines and fees are <br />expected to satisfy this impact; overall, impacts would be less than significant. <br />4.15.2 Project Analysis <br />As discussed above, buildout of General Plan Update is projected to increase the population of <br />the City beyond growth projections. However, the project would not contribute to population <br />growth as the proposed district office would serve existing employees and the outdoor recreation <br />areas would serve existing students. As such, the proposed project would not increase demands <br />on existing public services. Additionally, compliance with RR FP-1 would ensure that the proposed <br />project would meet the fire regulations outlined in California Health and Safety Code, and RR SS- <br />1 would ensure that the proposed project would pay school development fees authorized by <br />Section 65996 of the California Government Code. The project would also generate property tax <br />which further fund fire and police protection services and library services. Therefore, consistent <br />with the General Plan Update, less than significant impacts would occur. <br />4.15.3 Conclusion <br />As such, the project is consistent with the General Plan Update. With implementation of RR FP- <br />1 and SS-1 identified in the GPU EIR, the proposed project would not have any specific effects <br />which are peculiar to the project or the site. There are no project specific impacts or potentially <br />significant off -site or cumulative impacts the GPU EIR failed to analyze, and there are no new <br />significant or substantially more severe impacts to public services than anticipated by the GPU <br />EIR. <br />Applicable GPU EIR Regulatory Requirements/Mitigation Measures: <br />RR FP-1 New buildings are required to meet the fire regulations outlined in California Health <br />and Safety Code (Sections 13000 et seq.). <br />RR SS-1 New residential and commercial development shall pay development fees <br />authorized by Section 65996 of the California Government Code to be "full and <br />complete school facilities mitigation." <br />4.16 Recreation <br />4.16.1 GPU EIR Findings <br />The GPU EIR concluded that buildout of the General Plan Update would generate the demand <br />for approximately 564 acres of parkland and recreational facilities assumed to serve the 2045 <br />population. The City is essentially built -out and very limited vacant land is available to be <br />developed with new recreational opportunities.
