Through the issuance of the annual <br />RFP for Affordable Housing <br />Development, the City will facilitate and <br />encourage the development of larger <br />rental and ownership units for families, <br />including lower and moderate-income <br />families, and the provision of childcare, <br />after-school care, and other services <br />when feasible, by including selection <br />criteria and points for projects that <br />significantly increases affordable <br />housing opportunities for large families <br />(three- and four-bedroom units). The <br />RFP for Affordable Housing <br />Development is released once per year, <br />with the objective of financing the <br />development of at least one multifamily <br />affordable housing project per year <br />Annually <br />At the end of CY 2023, the City currently has six (6) affordable housing projects <br />under construction, and two (2) affordable housing projects in pre-development. <br />Projects under construction; Estrella Springs, Crossroads at Washington, <br />Westview House, Habitat For Humanity (Lacy), WISEPlace and FX Residences. <br />Projects in pre-committment; Habitat for Humanity (washington), Richard Lehn <br />Intergenerational Housing. Parking Study & <br />Management <br />A. Build on results of recent parking <br />studies and programs to identify need to <br />mitigate parking constraints for <br />affordable development and evaluate <br />residential/mixed-use standards. Utilize <br />the results of studies to inform parking <br />standards in the Zoning Code Update. <br />12/1/2023 <br />The RFP for the Comprehensive Zoning Code Update was released and <br />proposals were due to the City on April 13, 2023. The City formally entered an <br />agreement with a consultant on October 17, 2023 to start the Zoning Code <br />Update. Through the Zoning Code Update, the City will comprehensively analyze <br />recent parking studies and conduct new studies, as needed, to mitigate parking <br />constraints on affordable housing developments and develop new parking ratios <br />for housing and mixed-use developments. <br />28. Reevaluate the Residential Parking <br />Permit Program to provide an equitable <br />citywide permit parking program that <br />incorporates best practices and <br />complies with state law. <br />7/1/2023 <br />PWA staff is conducting a comprehensive evaluation of the Permit Parking <br />Program to update the program guidelines and requirements. the Public Works <br />Traffic Engineering section has started conducting parking studies using a <br />phone app that uses Automated License Plate Reader (ALPR) Technology. The <br />study started in August 2023 and was completed in Janaury 2024. <br />B-107
