3.0 Pavement Network <br />3.2 PAVEMENT CONDITION INDEX <br />The City utilizes PCI output from StreetSaver as the rating mechanism to describe the City street <br />pavement condition. This numerical index ranges from PCI of "0" for a failed and/or badly <br />deteriorated pavement with virtually no remaining life to PCI of "100" for a pavement in perfect <br />condition. A street section with proper engineering design and construction begins its life cycle <br />as a new or recently rehabilitated street with a PCI of "100". As the condition of the street surface <br />begins to deteriorate, the PCI decrease reflects the surface deterioration based on the signs of <br />distress noted during the field surveys (refer to Section 2.0 Methodology and Error! Reference <br />source not found. Error! Reference source not found.). Although the surface treatment <br />recommendation for each street section utilizes the PCI value as the basis, the PCI values shall <br />be used for planning purposes only and are not intended to replace sound engineering judgment. <br />An engineering review of the pavement condition shall take place prior to any actual construction <br />work at a particular street section because the review may indicate that a particular pavement <br />section needs attention earlier than the other street sections in its localized area. <br />In general for planning and budgeting purposes, the correlation among the PCI, pavement quality <br />and signs of distresses are summarized in Table 3-1: <br />Table 3-1: Pavement Condition Index and Treatment Type <br />Pavement <br />Quality <br />PCI <br />Pavement Description <br />The pavement is new or almost new with very little or no roughness <br />Very Good <br />86-100 <br />and surface distress (except utility patches if any), including <br />minimal hairline cracks and/or weathering.
