ORDINANCE NO. NS-1568 <br />PAGE TWO <br /> <br />considerations affect the scope of the <br />alternatives available for improvement in the <br />design of the development. <br /> <br /> (b) "Developer" means the person, association <br />firm, partnership or corporation having the ability <br />to control the design of any development project, <br />other than public works construction. <br /> <br /> (c) "Development project" means (1) any activity <br />requiring a building permit under the Building Code <br />of the City of Santa Ana except interior alterations <br />and repairs undertaken for maintenance purposes <br />which do not change the architecture of a building; <br />and (2) public works construction. <br /> <br /> (d) "Project area" means the area in which <br />the Architectural Review Board has authority to <br />exercise its powers pursuant to Section 2-642. <br /> <br /> (e) "Public Works Construction" means new <br />construction undertaken by the City of Santa Ana <br />by or through its department of public works, but <br />does not include maintenance. <br /> <br />Sec. 2-644. Purpose <br /> <br /> The Architectural Review Board shall review and <br />report upon development projects in the project area for the <br />following purposes: <br /> <br /> (1) To assist in review and revision of the <br />general plan of the City of Santa Ana as appropriate <br />to improve the quality of architectural design in <br />the project area. <br /> <br /> (2) To advise developers of ways and means <br />by which architectural features of the development <br />may be improved. <br /> <br /> (3) To inform the City of Santa Ana and the <br />Community Redevelopment Agency of the City of Santa <br />Ana of proposed developments which do not satisfy <br />standards of architectural quality. <br /> <br /> (4) To assist the City Council, the Planning <br />Commission, and the Planning Department of the <br />City of Santa Ana in the exercise of their control <br />over developments which are subject to discretionary <br />approval under the zoning laws of the City. <br /> <br /> (5) To assist the Community Redevelopment <br />Agency of the City of Santa Ana in the exercise <br />of design control over any development carried out <br />pursuant to contract with the developer. <br /> <br /> (6) To assist the director of public works <br />in the design of new public works construction in <br />the project area. <br /> <br /> (7) To assist in sign control. Such powers <br />of review and report shall include proposed signs <br />accessory to buildings proposed for new construction, <br />but shall not extend to the change in copy of <br />existing signs, nor to any proposed additional or <br />relocated signs accessory to existing buildings <br /> <br /> <br />
