NS-1773 <br />PAGE TWO <br /> <br /> (5) Implement development plans in the down- <br />town district necessary to achieve the purposes of <br />the city. <br /> <br /> (6) Make and enter into contracts necessary <br />or incidental to the matters described herein. <br /> <br /> (7) Recommend and/or direct the acquisition, <br />lease or conveyance of land and other property which <br />is reasonably necessary to achieve quality growth <br />and development in the downtown area. <br /> <br /> (8) Recommend and/or direct the improvement <br />of land and the construction, reconstruction, re- <br />habilitation, restoration or preservation of com- <br />mercial buildings, including multiple-family <br />dwellings, and any necessary or desirable appur- <br />tenances thereto, within the downtown area for <br />the use, in whole or in part, of any public or <br />private person or corporation for public purposes. <br /> <br /> (9) Recommend and/or direct the lease of <br />buildings and property in the downtown area. <br /> <br /> (10) Accept grants and donations of property, <br />labor, or other items of value from public and <br />private sources. <br /> <br /> (11) Recommend and/or direct the acquisition <br />or construction of public facilities in the downtown <br />area. <br /> <br /> Nothing herein shall preclude the city council from <br />considering or taking action on any of the aforesaid <br />matters without convening as the downtown development <br />commission. <br /> <br /> (b) In addition to the members of the city council, <br />the member of the Orange County Board of Supervisors <br />representing the first supervi$orial district shall be an <br />ex officio member of the downtown development commission. <br />At all times when the city council is convened as the <br />downtown development commission, the said supervisor shall <br />be entitled to a place with the members of the city council <br />and to participate in all discussion and debate as fully <br />as any member of the city council, provided, however, the <br />said supervisor shall not be entitled to make, second, or <br /> <br /> <br />
