City <br />Documents. <br /> <br /> (1) <br /> <br />2/23/90 <br /> <br />planning or changes in market <br />feasibility between the Effective <br />Agreement and the time of actual <br /> <br />or financial <br /> <br /> Date of this <br /> development, <br /> <br />provided that such plans shall in all events <br />be consistent with the General Plan and zoning <br />requirements applicable to the Site as of the <br />Effective Date of this Agreement and the Scope <br />of Development (Attachment No. 4) to the DDA. <br />In such event, City agrees to act reasonably <br />in reviewing any such proposed change(s) based <br />upon legitimate land use planning concerns. <br />Any disapproval by City shall state in writing <br />the reasons for disapproval. <br /> <br /> Review of Developer's Plans and Related <br /> <br />City agrees to promptly commence and dili- <br />gently proceed to complete the review of all <br />of Developer's applications for development <br />and building permits and approvals which are <br />submitted to City by Developer. Except as <br />otherwise expressly provided in this <br />Agreement, the City's evaluation of such <br />matters shall be conducted in accordance with <br /> <br />City ordinances, <br /> <br />official policies <br />Date of this <br /> <br /> regulations, rules, and <br />in force as of the Effective <br /> <br />Agreement.
