237 <br /> <br />ORDINANCE NO. NS-2403 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA ESTABLISHING THE <br />SANTA ANA YOUTH COMMISSION <br /> <br />The City Council of the City of Santa Ana ordains as follows: <br /> <br />Section 1. Findings <br /> The City Council of the City of Santa Ana ("the City") finds, determines and <br />declares: <br /> <br /> This Ordinance is necessary in order to encourage greater youth participation in <br />the community's development and to foster a greater understanding of the issues and <br />concerns facing the youth today. Santa ,ama is the youngest city of the one hundred <br />largest cities in the United States. The City has a population of 311,210 of which $9,604 <br />are youth between the ages of five (5) and seventeen (17). The City Council finds and <br />determines that this Ordinance is necessary to establish a forum in which the youth'of the <br />City can interact and provide input on policies and issues that affect their lives. <br /> <br />Section 2. <br /> <br /> Section 2.325 ("Compensation for members of boards, commissions'') of the <br />City's Code is amended to add a sub-section (k) to read as follows: <br /> Oc) Youth Commission, twenty-five dollars ($25.00) pei' me~ting, for each regular <br /> member; ten dollars ($10.00) for each alternate; one (1) meeting pe.r. month, plus <br /> Up to three (3) special meetings per year. Associate memb¢i~ shall not receive <br /> monetary compensation for meeting attendance.. <br /> <br /> This seeti0n shall otherwise remain unchanged. <br /> <br />Section 3. <br /> <br /> Division 4 to A~iole IV., entitled Youth Commission, is hereby added to Chapter <br />2 of the City's Munioipal Code as follows: <br /> <br />Sec. 2-450. Commission established; composition. <br /> <br /> There is hereby created and established a Youth Commission for the City of Santa <br />Ana, having such powers as set forth in this division. The Youth Commission shall <br />consist of seven (7) regular members, who shall be subject to appointment and removal in <br />accordance with section 901 of the Charter of the City of Santa Ana. In addition to the <br />regular members, there shall be seven (7) alternate members who shall serve on the <br />commission in the absence of any regular member. <br /> <br /> <br />
