Mr. Graham suggested that building department <br />be informed bf any proposed demolition also that old brick <br />torn down be reclaimed by the owners and used in their <br />reconstruction work. <br /> <br />Mr. Sanford, Secretary of the Builders' Exchange, stated <br />that the exchange recommended official inspection on all <br />Jobs and are willing to cooperate to the fullest extent. <br /> <br />Mr. Markel endohsed statement of Mr. Graham that bond <br />stone should be placed at definite bearing place on <br />building. <br /> <br />Mr. Zerman asked if after debris was removed would it be <br />possible to go ahead and do business. He was advised that <br />all business would be opened in a short time - as soon as <br />all dangerous debrbls and loose walls are removed and that <br />would only be a matter of a few hours after the work <br />started. <br /> <br />In response to question of Mr. Tway, representing Business <br />Men's Association, the Mayor advised that practically all <br />business will be opened by Tuesday and some business <br />will be opened tomorrow (Monday). <br /> <br />In response to a question Mr. Graham advised that addi- <br />tional cost for installation of bond stone.was only from <br />five to eight per cent more than straight brick - and at <br />any rate additional cost would not be more than l0 percent <br /> <br />Mr. Downing read several sections from the Santa Barbara <br />building ordinance with suggestion that they be included <br />in our revised building code. <br /> <br />Mr. McMillan advised that in many buildings erected before <br />present building ordinance was in effect that 8" fire walls <br />had been permitted, however, the present building code <br />calls for 12" fire walls. Mr. Pope advised that 8" fire <br />walls are not allowed in Santa Barbara and that the mini- <br />mum height is 24" and maximum of 30". Fire walls are also <br />eliminated wherever possible on the front of buildings in <br />the business district and that sloping tile is preferred. <br />He also advised that in some cases they allowed bond stone <br />to be on same level as bottom of Joists. On all new worE, <br />however, bond stone is required to go below bottom of <br />Joists. <br /> <br />Judge Tucker asked information from Santa Barbara repre- <br />sentatives as to their opinion, from their experience, <br />whether we might expect more severe earthquakes. He was <br />advised that no more severe shocks should be anticipated <br />in this part of the Country. <br /> <br />Resident's were advised to take care of fallen chimneys as <br />soon as possible. Judge Tucker suggested that the employ- <br />ment of men to handle rehabilitation work should be taken <br />care of through the Emergency Unemployment Relief Associa- <br />tion which is now functioning, and. that local unemployed <br />people should be given preference in the work. <br /> <br />Mr. Willson in the audience brought out the fact that any- <br />one who employed labor independently would be responsible <br />for any injuries occurring to laborers in the course of <br />their employment unless they carried compensation insurance <br /> <br />Mr. Markel suggested that City handle clearing of debris <br />from sidewalks. Mr. Hasenjaeger advised that debris, such <br />as bricks, etc. really belonged to the property owners and <br />in many cases would be salvaged by them and used in recon- <br />struction work. <br /> <br />Mr. HasenJaeger brought up question of finances, stating <br />that he would not be willing to endorse an ordinance that <br />would put a very great cost on the property owners in their <br />~reconstruction work, however if the requirement bf bond <br />stone would not raise the cost to a great degree he would <br />favor such installation. <br /> <br />Mr. Wells suggested that more study be given proposed <br />ordinance covering reconstruction work. <br /> <br />The Mayor advised that further study would be given the <br />proposals before passage of the ordinance.
