Santa Ana,California. <br />Temple Theatre. <br /> <br />March 13th, 1933. 7:30 P.DI. <br /> <br />City Council met in regular adjourned session. <br /> <br />Meeting called to order by Mayor Witmer. <br /> <br />Present: Trustees A.F. LeGaye, E.G. Warner, <br />W.H. Penn, A.C. Hasenjaeger, Paul B. Witmer. <br /> <br />Absent: Trustees None. <br /> <br />In Re <br />Meeting of League <br />of Calif. Munieipalities. <br /> <br />A letter was presented from the Orange County League of <br />Municipalities calling attention to a meeting to be held <br />in the City Hall at Orange, March 16th at 7:30 P.M. <br />On motion of Trustee Hasenjaeger, seconded by Warner and <br />carried, letter was accepted and filed with recommendation <br />that as many representatives from Santa Aha attend as <br />possible. <br /> <br />In Re <br />Emergency Ordinance No. 973 <br />Amending Bldg. Ordinance. <br /> <br />Proposed amen~nent to building Ordinance was presented for <br />discussion. Mr. Hasenjaeger reported himself as in favor <br />of the new regulations if Ordinance can be made flexible <br />enough with reference to repairs only wherein an owner of <br />property will not be required to demolish any portion of <br />building or fire wall that remai~s in good condition in <br />order to construct bond stones. Proposed ordinance was <br />read by the City Attorney and the provisions with referenc~ <br />to requirement of bond stones was discussed. It was <br />finally agreed that Building Inspector should use good <br />judgment in the enforcement of this Ordinance and not <br />compel property owner to demolish any portion of building~ <br />which is in good condition. On motion of Trustee Penn, <br />seconded b~LeGave, the Ordinance was read, considered, <br />designated/~~ No. 973 and passed by the following <br />vote: <br /> Ayes, Trustees A.F. LeGaye, E.G. Warner, W.H. Penn, <br /> A.C. Hasenjaeger, Paul B. Witmer. <br /> Noes, Trustees None. <br />Absent, Trustees None. <br /> <br />In Re <br />Progress Made in <br />Inspecting Bldgs. <br /> <br />Mr. Preble reported that three territories had been <br />covered by contractors acting as field inspectors through- <br />out the day and that good progress had been made on <br />inspections. <br /> <br />In Re <br />Release of Contractors <br />on Inspection Work of Bldgs. <br /> <br />Advisability of releasing contractors from inspection work <br />in order that they might solicit work and start recon- <br />struction was discussed. Mr. Preble expressed himself as <br />agreeable to releasing contractors in order to facilitate <br />rehabilitation movement. <br />On motion of Trustee Hasenjaeger, seconded by Warner and <br />carried, contractors were released from inspection duties <br />and in their stead men qualified to do the inspection work <br />will be appointed, such ~ppointments to be made after <br />consultation of City Council and Building Inspector. <br /> <br />I~ Re <br />Condition of <br />Otis Building. <br /> <br />On request, Mr. McMillan gave verbal report on Otis Build- <br />ing to the effect that front of building facing on Fourth <br />Street and also on Main Street is O.K., however, back wall <br />is practically shattered and the elevator tower and pent <br />house is in a very dangerous condition. The one story <br />portion of the building occupied by Woolworth's is in <br />danger but the two story portion of building is O.K. for <br />opening as soon as c~nopy is erected for protection of the <br />public. The one story portion of the building is subject <br />to falling brick from the Otis Building adjoining. Fire <br />walls should be attended to also, before store is opened. <br />Stahl Building adjoining Otis Building on the north cannot <br />be opened u~til pent house on Otis Building is taken care <br />of. <br /> <br />I~Re <br />Posting Dangerous Bldgs. <br /> <br />Mr. Preble was instructed that where owners of dangerous <br />structures cannot be located he should post building as <br />dangerous and barricade same. <br /> <br />In Re <br />Reports on InSpections. <br /> <br />Rsport of Mr. McMillan and E~. Fluor covering their inspec- <br />tion work was turned over to the Building Inspector for <br />his records and they were thanked for their services. <br /> <br />In Re <br />Corporation <br />to Handle Loan. <br /> <br />Mr. Downing, City Attorney, advised that he had received <br />from Hamilton H. Cotton a communication suggesting that a <br />corporation be formed in order to handle, in the event a <br />loan is secured from the Reconstruction Finance Corporation <br />He presented Articles of Incorporation of the Orange County <br />E~ergency Corporation,which Corporation would be composed <br />of five active members and eleven members as an Advisory <br />Board whose duties are fully set forth in the articles of <br />incorporation. Mr. Downing explained that the i~nediate <br />organization of this corporation was desirable in order to <br /> <br /> <br />
