I~ Re <br /> <br />Application of <br /> <br />Valencia Business Men's Club. <br /> <br />On motion of Trustee Penn, seconded by B~uns and carried, <br />the application of the Valencia Business Men's Club for <br />a permit to operate a Business Men's Club at 3094 N. <br />Broadway, was referred to the Chief of Police and City <br />Attorney for investigation. <br /> <br />In Re <br /> <br />Monthly Reports. <br /> <br />In Re <br /> <br />Monthly Warrants. <br /> <br />On motion of Trustee Penn, seconded by Rowland and car- <br />ried, the monthly reports of the City Officers for the <br />month of June, were referred to the Finance Committee. <br />. <br /> <br />On motion of Trustee Penn, seconded by Bruns and carried, <br />the Clerk was instructed to draw warrants according to <br />demands audited by the Finance Committee. <br /> <br />In He <br /> <br />Mileage of <br /> <br />Chief of Police's Car. <br /> <br />Trustee Rowland, appointed as a committee to investigate <br /> <br />the statements made by Trustee LeGaye with reference to <br /> <br />the increased mileage of the Chief of Police,s car, repot. <br /> <br />ted that the difference in mileage on all police cars <br /> <br />was due to the installation of radios and that the cars <br /> <br />were in motion most of the time. Trustee Rowland stated <br /> <br />that Chief Howard had a statement to make and the follow- <br /> <br />lng communication was read: <br /> <br />To the Honorable City Council, <br />City of Santa Ana, California. <br /> <br />July 2, 1934. <br /> <br />Gentlemen: <br /> <br /> A report of the Council proceedings, appearing <br />in last Tuesday's issue of the Santa Aha Register, repre- <br />sents Councilman LeGaye as having made the statement <br />before the Council meeting of June 25, 1934, that the <br />Chief of Police of Santa Ana has been using a city owned <br />automobile for the purpose of furthering his candidacy <br />for Sheriff, and that the taxpayers were buying gasoline <br />to operate the car. Inasmuch as Councilman LeGaye has <br />not denied the newspaper report, it is a fair assumption <br />that he was correctly quoted. Therefore, I wish to chal- <br />lenge the statement made by Councilman LeGaye, apparently <br />for the purpose of injurtug my candidacy. <br /> I wish to specifically refer to the statement <br />by Councilman LeGaye in his report to the Register, or <br />rather the report appearing in the Register, as to the <br />car, a Ford V 8, which he says was operated by the Chief <br />of Police. His mileage figures are irrevalent because he <br />either inadvertently neglected to state, or did not know, <br />that a comparative mileage basis could not be fairly made <br />because there was no police radio patrol service in March <br />April and May of 1933, when the car travelled 3316 miles, <br />as 9049 miles made during the same months in 1934, when <br />the car was placed in radio patrol service. This car was <br />considered the Chief's car up until the middle of Febru- <br />ary, 1934, after which time it was put in patrol service, <br />and driven by Capt. Buckles at night. On March 15, 1934, <br />it was put in radio patrol service and has continued in <br />that service. <br /> Police radio cars, as is w~ll understood, are <br />in motion most of the time, and grea~ pressure was exerte~ <br />to get this ser~ce in Santa Ana and Orange County so <br />that criminals could be more promptly apprehended. It <br />was approved by the Board of Supervisors. I am sure the <br />tax-payers are not complaining about this increased pro- <br />tection. <br /> In this conrmction, it might clarify the situa- <br />tion to say that the mileage on cars numbers 1V and 18 <br />show an increase over the same period as the Ford V 8, <br />because they are a part of the radio patrol equipme~ for <br />1934, which was not a part of the service in 1933. <br /> <br /> <br />
