Flower St. On motion of Trustee Penn, seconded by Bruns and carried, the monthly reports of the city officers for the month of March were referred to the Finance Committee for checking. On motion of Trustee Smith, the Clerk was instructed to seconded by Bruns and carried, draw warrants according ~o the demands audited by the Finance Committee, numbering from 2020 to 2236. On motion of Trustee Smith, seconded by Penn and carried, the recommendation of the Planning Commission to have the trolley wire on North Main Street between Fourth Street and the North City Limits removed, was referred to the City Engineer and City Attorney for investigation and report back. On motion of Trustee Penn, seconded by Bruns and carried, the application of Robert Affleck for a permit to conduct a Used Car Market at 315 E. First Street, was granted on recommenda- tlon of the Planning Commission; the application having been submitted before the adoption of Ordinance No. 1029. On motion of Trustee Bruns, seconded by Layton and carried, the application of C. J. Kimball to conduct a wholesale com- mercial poultry yard at 1135 W. Highland Street, was denied on recommendation of the Planning Commission. On motion of Trustee Layton, seconded by Penn and carried, the Clerk was instructed to draw a warrant in the amount of $125.00 in favor of the Rotary Club in payment of building formerly used by the Boy Scouts in Jack Fisher Park. On motion of Trustee Layton, seconded by Bruns and carried, the City Engineer, Attorney and Auditor were appointed as a committee to confer with Dr. C.E. Price relative to drawing up a new contract for the disposal of garbage, to be presented to the Council at the next meeting. On motion of Trustee Bruns, seconded by Penn and carried, the Chair was authorized to appoint a committee from the Council to work with a committee from the Planning Commission and the Costa Mesa Chamber of Commerce to confer on the plan to devel- op South Flower Street as a by-pass highway through Santa Ama to Join Newport Boulevard at Paularlno. The amendment of Trustee Bruns, seconded by Layton, that Trus- tee Smith be appointed as Chairman of the committee from the Council, was lost by majority vote.
