Smith. <br />Trustees None <br />Trustees None <br /> <br />from Garfie <br /> <br />to Breeden may be temporarily blocked by the Police Dept <br />without further action of the Council. <br /> <br />On motion of Trustee Bruns, seconded by Yost and carried <br />the report of the City Attorney was rejected and the <br />recormnendation of the Chief of Police and Asst. Fire <br />Chief on closing of said street for the Barr Lumber Co. <br /> <br />to spot freight cars for the <br />rejected. <br /> <br />On motion of Trustee Kelsey, <br />carried, the Barr Lumber Co. <br /> <br />unloading of lumber, was al <br /> <br />seconded by Bruns and <br />was granted perm~ sion to <br /> <br />spot freight cars on East 2nd St. between Garfield and <br />Breeden St. providing they are not spotted in front of <br />places other than their own and in this operation to <br />close the north half of said street, leaving the south <br />half open to traffic at all times, but on each occasion <br />to notify the Police and Fire Departments. <br /> <br />On motion of Trustee Yost, seconded by Mandy and carried <br />the following Ordinance entitled: <br /> <br /> "An Ordinance Amending Ordinance No. 1052, <br /> Entitled "An Ordinance Establishing Water <br /> Rates in the City of Santa Ana, Prescribing <br /> Rules and Regulations Covering Consumption of <br /> Water and Fixing a Penalty for the Violation <br /> Thereof, and Repealing Ordinances in Conflict <br /> Herewith", and Providing for a change in Water <br /> Rate s, <br /> <br />was introduced, read, c~onsidered and placed on file for <br />second reading. <br /> <br />On motion of Trustee Kelsey, seconded by Bruns and <br />carried, the following Ordinance entitled: <br /> <br /> "An Ordinance Amending Ordinance No. lll0 of <br /> the City of Santa Ana Entitled "A~ Ordinance <br /> of the City of Santa Ana Relating to.Air Raid <br /> Precautions" <br /> <br />was read, considered, designated Ordinance No. ll26,and <br />passed as an emergency Ordinance ~by the following vote: <br /> <br /> Ayes, <br /> <br /> Noes, <br />Absent, <br /> <br />Trustees E.D.Yost, Plummer W.
