Manker, Phil Brown and Frank J. Lincoln. <br /> <br />On motion of Trustee Deckert, seconded by Haan and <br />carried, the appointments were approved. <br /> <br /># <br /> <br />The committee reported that S. Louise Leonard, dba Delhi <br />Cafe, 407 Central Ave. had withdrawn h6~ application <br />for an on-sale beer license and on motion of Trustee <br />Deckert, seconded by Cheney and carried, the notificatic <br />was received and filed, <br /> <br />Nm. L. Hart, of the American Legion, appeared before <br />the Council requestiug that they be granted permission <br />to conduct Poppy Day, November 10th and llth, and on <br />motion of T~ustee Haan, seconded by Dixon and carried, <br />the request was granted. <br /> <br /># <br /> <br />Mr. F~ed Forgy appeared before the Councll and presentei <br />a petition si~ned by approximately 130 residents and <br />taxpayers opposing the use of the present Junior College <br />site for a Civic Center and remindin~ the Council that <br />the present City Hall is only ten years old and that <br />there is objection to the expenditume of public funds <br />unless absolutely necessary; also sug~estin~ that such <br />proposed Civic Center be grouped with present Court <br />House site as property in that vicinity could be <br />purchased from the County. Messrs. Everett White and <br />R.B.
