Barbara Ralph, was held over for fttrther study. On motion of Txwastee Reed, seconded by Chandler and carried, the City Council adjourned. Present: Trustees W.J.Cheney, Courtney R. Chandler, John W. Martin Jr., Virgil H. Reed, Allen A. Mandy. Absent: Trustees None Each member of the City Council having received copies of the Minutes of February 20th, 1950, further reading of the Minutes was dispensed with and approved on motion of Trustee Chandler, seconded by Martin and carried. # In Re Petitions No. Flower St. In Re Variance Y.W.C.A. (Josephine Gline s) In Re Protests Housewives Anti- Smudge Committee Petitions were read signed by 175 residents and property owners on North Flower St. protesting removal of parkway in center of Flower St. north of l?th Street. The recommendation of the appointed committee was read advising that the recommendation of the Safety Commission has merit, that the proposed freeway will ultimately make No. Flower St. a dead-end street, the condXtion does not warrantthe expense involved and it would be more advisable to preserve the residential character of this street. On'motion of Trustee Reed, seconded by Chandler and carried, the recommendation of the committee was approved and petitions filed. On motion of Trustee Chandler, seconded by Martin and carried, the recommendation of the Planning Commission was approved that a variance be granted to the Y.W.C.A. of Banta Ana-Tustin, to permit the proposed Y.W.C.A. clubhouse to extend into the yard along the Sycamore Street frontage of the property to be occupied, but not closer'than three feet to the west line of No. Sycamore Street, and variance granted. Petitions were read signed by 3038 residents and property owners iz the City protesting use of smudge pots or any similar device withiz the City limits and reques%ing adoption of an Ordinance to immediately eliminate the damage to health and property. Krs. B. O. Clark and Mrs. ~mmett Rogers, members of the Housewives Anti- Smudge Committee, read prepared statements which said that people have the right'to expect protection from those few within the City who by their actions damage the property and injure the health of others. Mrs. J.M.Mansfield requested that committee members be permitted to work with the City Attorney in preparing an ordinance prohibiting the use of smudge pots.
