291 All of said work ehall be done in aorodanoe with the plane and specifications adopted therefor by the Board of Trustees of the City of Santa Aaa, by Resolution No. 6~, on the 2~th day of April, i~E1, for said work, and which plans and specifications are now on file in the office of the Olerk of the city of Santa Ann.
