alteration, repair, xe moving or demolishing (restoration of <br />plaster and painting except) of any building or part of any <br />building or other structure within the city limits (other than <br />building or part of any building or other structures erected <br />by the City of Santa Ana, County of Orange, State of California) <br />unless a permit to do such work ha~ first been obtained aa <br />herein provided. Any person or persons desiring such permit <br />shall file with the building inspector (on a blank to be fu~nished <br />by said Building Inspector) an application therefor. Such appli- <br />cation shall give the location of the proposed building, erecti~ <br />and alterations or repairs, moving or demolishing by lot,block. <br />tract and house number (obtained frmm the City Engineer) ~ other <br />description from the records of the County of Orange, (or other <br />records) so as to be readily identified; the general dimensiions, <br />number and height of stories, name of the firm, corporation, person <br />owner, lessees, architect, builder, occupant or other person con- <br />templating such work, and shall give a full and complete estimate <br />of the cost of the work, state for what purpose the building is <br />designed to be used, and contain such other information as re- <br />quired by the form of application in use. If upon examination of <br />any application for a permit to do any buildin~, outside of Fire <br />District No.1. the building inspector shall find the cost does not <br />exceed $20 in value, he may issue a permit but shall not charge <br />a fee for same. Such applicant for a permit upon deman~ shall <br />also file with the building inspector, where the building exceeds <br />$100 in Fire District No.1, $3000.00 in value in district No.2, <br />a complete set of plans and specifications covering the work to be <br />done, which said plans and specifications shall remain on file in <br />the Office of the building inspector five years after completion <br />and occupancy of the building and no longer. <br /> All such plans and drawings shall be drawn to a scale not <br />less than one-eighth of an inch to a foot on paper or cloth, in <br />ink or by some other process that will not fade or obliterate. <br />All dimensions and Aistances shall be accurately figured and draw- <br />~ngs made explicit and complete. <br /> All said plans presented shall be accompanied by a set of <br />specifications describing all materials to be used in the proposed <br />building and in any case requiring special calculations or knowledge <br />of strength of materials, the building inspector may require such <br />strain sheets and copies of calculations as he may deem hecessary. <br />If upon examination the building inspector shall find that the <br />plans and specifications of the completed work are not in accordance <br />with the Ordinance of the City of Santa Ans. He shall indicate <br />such deficiency in writing on a correction sheet and return the <br />drawings and specifications with such correction sheet to the appli- <br />cant for the permit, and no permit shall be issued until such draw- <br />ings and specifications have been corrected. <br /> When plans and specifications are within the meaning of <br />this Ordinance they shall be accepted and a permit issued and the <br />building inspector shall stamp such plans and specifications as <br />follows: viz: Plans accepted for construction subject to the re- <br />quirements of the Building Ordinance of the City of Santa Ana, <br />State of California. <br /> The stamping of any plans or specifications shall not <br />be held to be a permit or to be an approval of any violation of <br />this Ordinance. <br /> When permit is given, a card shall accompan? it,showing <br />number of permit and this card must be posted in a conspicuous spot <br />~1aee on the building, at all times during construction. <br /> If such permit ha~ been granted, plans shall not be changed <br />except in minor details not affecting structural parts, stairways, <br />elevator shafts, fire escapes or means of communication or of <br />egress, or ingress, without notice having first been given to <br />the building inspector and his approval obtained, and if such change <br />increases the cost of the proposed work, the building inspector <br />shall be paid an additional fee for such change in ~ccordance <br />with schedule of fees, hereinafter provided, such work to be charged <br />for as an additional permit, and in any case where a separate or <br />~dditional permits are taken out on any work, such permits are <br />to be charged for as additional permits in such case. <br /> Before a permit shall be issued for any building other <br />than one intended for a private residence, the floor plans shall <br />have plainly marked on them the net load per square foot that the <br />floors are designed ~o carry, and in the case of post and girder <br />or skeleton construction being used a schedule of loads shall be <br />given showing the total load that each member including the footings <br />is designed to carry. <br /> Section 7.
