~xpress declaration to the contrary by the City Council. <br /> <br /> SECTION, ,3: For the purpose of expediting and facilitating the performance of <br />the duties herein contemplated during such an emergency, there is hereby creased a <br />Major Disaster Emergency Committee, which committee shall consist of the following city <br />officials and other citizens of the City of Santa Ana to be named by the Mayor: <br /> <br /> (1) The Chief of Police, who shall be in charge of all police work in <br /> <br />connection with the emergency. <br /> <br /> (2) <br /> <br />and prevention <br /> <br /> (3) <br /> (4) <br /> <br />who shall be <br /> <br />Chief of the Fire Department, who shall be <br /> <br />in connection with the emergency. <br />A chief medical officer to be named by the <br /> <br />in charge of all fire fighting <br /> <br /> MAyor of the City of Santa Ana. <br /> <br /> The Director of the Department of Public Health of the City of Santa Ana, <br />in charge of the preservation of sanitary conditions in the City. <br /> <br /> The City Engineer, who shall be in charge of general relief housing, <br /> <br />bomb shelters, protection, and feeding o£ homeless victims of such emergency. <br /> <br /> (6) The City Attorney, who shall act as legal advisor, and shall be in charge <br /> of co~£~uications, publicity and information. <br /> <br /> (7) The Superintendent of Streets, who shall be in charge of keeping streets <br />cle~ and passable. <br /> <br /> (8) Superintendent of Water and Sewers, who shall be in charge of maintenance <br />of public utilities. <br /> <br /> (9) The Director of the Department of Public Ways, who shall be in charge of <br />all transportation equipment which may be required. <br /> <br /> (10) The City Auditor, who shall be in charge of the purchasing department <br />and providing distribution and rationing of supplies. <br /> <br /> (ll) Director of Department of City Development, who shall be in charge of <br />reconstruction and rehabilitation. <br /> <br /> (12) The Mayor of the City of Santa Aha shall be Chairman of this Committee, <br />and the Director of Public Safety shall be Vice Chairman. <br /> <br /> It is contemplated that each department of the City of Santa Aha will so far <br />as is practical, function and operate under the direction and guidance of the Chai~an <br />of each department of the City as provided in Ordinance No. 1076. <br /> <br /> Each member of the Emergency Relief Committee shall have the power to name <br />and appoint an asstst~ut who shall in the absence of such member, have the same powers <br />as such member. <br /> <br /> The City of Santa Aha declares that it has faith and confidence in the <br />willingness and ability of the veterans of former wars of the United States to render <br />aid and assistance in the event of emergency, and therefore declares that it is its <br />intention to call upon all veteran organizations through American Legion Disaster <br />Organizations to furnish the nece~sary reservoir of man-power to assist in carrying out <br />the functions of government in ~he event of an emergency. <br /> <br /> SECTION 4: It shall be the duty, immediately upon the adoption of this <br />ordinance, of the members of the Emergency Relief Corm~ittee to create and formulate <br />plans for cooperation between the several functions to be performed and to formulate <br />plans for performing the work inc~unbent upon them, to conduct surveys of materials and <br />equipment available, and to train volunteer workers to perform the several functions <br />which may be required of them. They shall also coordinate plans with other neighboring <br /> <br /> <br />
