cities aud with the County of Orange for such smergency. <br /> <br /> .S,E.C,TION 5: Except as above provided in Section 4 hereof, the <br /> Emergency Relief Co~nlttee, or its members, as such, shall have no power or <br /> authority whatsoever unless and until an emergency is declared to exist in the <br /> City of Santa Ana. <br /> <br /> SECTION 6: Each and every member of the Emergency Relief Con~nittee <br /> hereinabove referred to during any declared eme?gency, and in the absence of an <br /> expressed declaration to the contrary by the City Council, and when ~uthorized <br /> by the Mayor, shall do any and all acts required for the type of relief of which <br /> he is in charge, and may incur the necessary expense against the City therefor, <br /> and when authorized by the Mayor, and requested by other governmental agencies, <br /> such members aud their respective departments shall render and furnish such aid <br /> and assistance as shall be directed, to the County of Orange, and other m~nlcip- <br /> alities and the iz~habltants thereof. In the event an emergency is declared it <br /> shall be the duty of the Emergency Relief Committee to immediately undertake the <br /> performance of their duties and ~o meet, either in person or through their named <br /> assistant, at a place to be designated by the Mayor, and shall coordinate and <br /> synchronize the work of the various members so as to prevent interference and <br /> duplication of effort, and to determine the degree of urgency of any work. <br /> <br /> SECTION 7: The City Council shall authorize and obtain badges, arm <br />bands or other insignia as a means of identification, and said badge or insignia <br />shall be recognized by all. police, fire and other officers as authority for the <br />person wearing the same to pass any police or fire lines. Such badges or <br />insignia shall be retained by the City and the members of the Emergency Relief <br />Committee until an emergency exists when the same may be issued to any person <br />working upon emergency relief work. It shall be unlawful for any person not <br />properly authorized by a member of the Emergency Relief Committee to wea~ or ca~ry <br />auy such badge or tn~signia or any similar badge or insignia, and any person so <br />carrying or wearing about his person without such authority, any badge issued by <br />the City of Santa Aha for emergency relief work or any replica thereof that may be <br />taken for or confo~unded with such official badge, shall be guilty of a misdemeanor <br />and upon conviction shall be punished by a fine of not more than Three Htmdred <br />($300.00) Dollars or by imprisonment in the County Jail for a period not to exceed <br />(90) days or by both such fine and imprisonment. <br /> <br /> SECTION 8! Any person who fails or refuses to conform to the o~ders of <br />any person lawfully wearing any such badge or insignia shall be guilty of a <br />misdemeanor, and upon conviction shall be punished by a fine cf not more than <br />Three Hundred ($300.00) Dollars or by imprisonment in the County Jail for a period <br />not to exceed ninety (90) days, or by both such fine and imprisonment. <br /> <br /> SECTION 9:. If any section, subsection, sentence, clause or phrase of <br />this Ordinance is for any reason held to be unconstitutional or invalid, such <br />decision shall not affect the validity or constitutionality of the remaining <br />portions of this Ordinance. The City Council hereby declares that it would <br />have passed this Ordinance, and each section, subsection, sentence, clause and <br />phrase thereof irrespective of the fact that one or more of the sections, sub- <br />sections, sentences, clauses or phrases thereof be declared unconstitutional <br /> <br />inety <br /> <br /> <br />
