SECTION lC: The City Clerk shall certify to the passage and adoption of this Ordinance and shall cause the same to be published by three insertions in the SANTA ANA REGISTER, a daily newspaper printed, published and circulated in the City of Santa Ana~ and hereby designated for that purpose. The City Council hereby declares that this Ordinance is necessary for the immediate preservation of the public peace, health and safety, in that there is great danger to public health and property from neglect to prepare for an emergency which may result from acts of war or acts of God~ therefore this Ordinance should be in force and effect immediately. The City Council therefore declares that this ordinance is adopted as an emergency measure and shall take effect from and after its adoption. Should any dispute arise as to the legality of this emergency clause, the ordinance shall nevertheless take effect and be in force thirty (30) days from and after its adoption.
