10. To keep the Council advised as to the needs of the City. <br />llo To devote his entire time to the interests of the City. <br />12. To exercise general supervision over all privately <br />owned public utilities operating within the City in so far as the <br />same are subject to Municipal control. <br /> <br /> 13. To supervise the expenditure of the funds of the City <br />in accordance with the provisions of the budget appropriations <br />or with appropriations made subsequent to the budget. <br /> <br /> 14. To supervise under the direetion and as Agent of the <br />City Council, the purchase of all supplies, goods, wares, mer- <br />chandise, equipment and material which may be required for eny <br />of the Departments, ~ivisio~s or Services of the City. <br /> <br /> 15. To serve as Budget Officer for the City of Santa Ana <br />and in this capacity he shall submit annually, at least 30 days <br />prior to the beginning of the Fiscal Year, a proposed comprehen- <br />siVa~budget for the ensuing Fiscal Year to the City Council. The <br />budget document shall include the following information: <br /> <br /> A. A letter of transmittal by the Administrative Of- <br />ricer outlining briefly the budget document with significant <br />totals, tax levy requirements to make the budget operative and <br />such other data ss may be necessary for the Council's consider- <br /> <br />ation. <br /> <br /> B. <br />and by fund. <br /> <br /> C. <br /> <br />Totals of anticipated revenues by revenue class <br /> <br /> Totals of proposed expenditures, listed by De- <br />partment and fund, showing the amounts proposed to be spent for <br />salaries, operating expenditures and capital outlay in each <br />Department. <br /> <br /> D. A detailed estimate of the expense of conducting <br />each Department as submitted by the Department on uniform budget <br />blanks to be furnished each Department by the Administrative Of- <br />ricer.
