Reporting <br />training activities through Web-Forms is not required under FY 2021 THSGP. However, the system <br />remains available and can be accessed through the FEMA Toolkit to support recipients in their own <br />tracking of training deliveries. <br /> <br />Exercises <br />For additional information on conducting exercises under THSGP, please refer to the earlier section in <br />this appendix titled “Validating Capabilities” on page B-3. <br /> <br />Personnel Activities <br />Personnel hiring, overtime, and backfill expenses are permitted under this grant in order to perform <br />allowable THSGP planning, training, exercise, and equipment activities. <br /> <br />Not more than 50% of total THSGP funds may be used for personnel activities as directed by the <br />Homeland Security Act of 2002, as amended by the Personnel Reimbursement for Intelligence <br />Cooperation and Enhancement (PRICE) of Homeland Security Act (Pub. L. No. 110-412) (6 U.S.C. <br />§609(b)(2)(A)). This 50% cap may be waived, however, per 6 U.S.C. § 609(b)(2)(B). For further details, <br />THSGP recipients should refer to IB 421b, or contact their FEMA HQ Preparedness Officer. THSGP <br />funds may not be used to support the hiring of any personnel for the purposes of fulfilling traditional <br />public safety duties or to supplant traditional public safety positions and responsibilities. <br /> <br />Construction and Renovation <br />Construction projects are only permitted where they will assist the recipient to achieve target capabilities <br />related to preventing, preparing for, protecting against, or responding to acts of terrorism, including <br />through the alteration or remodeling of existing buildings for the purpose of making them secure against <br />acts of terrorism. THSGP funding may not be used for construction and renovation projects without prior <br />written approval from FEMA. All recipients of THSGP funds must request and receive approval from <br />FEMA before any THSGP funds are used for any construction or renovation. Additionally, recipients are <br />required to submit an SF-424C Form containing budget detail citing the construction project costs and an <br />SF-424D Form for standard assurances for the construction project. The total cost of any construction or <br />renovation paid for using THSGP funds may not exceed the greater amount of $1,000,000 or 15% of the <br />THSGP award. <br /> <br />All construction and renovation projects require Environmental Planning and Historic Preservation (EHP) <br />review. Recipients and subrecipients are encouraged to have completed as many steps as possible for a <br />successful EHP review in support of their proposal for funding (e.g., coordination with their State <br />Historic Preservation Office to identify potential historic preservation issues and to discuss the potential <br />for project effects, compliance with all state and local EHP laws and requirements). Projects for which the <br />recipient believes an EA may be needed, as defined in DHS Instruction Manual 023-01-001-01, Revision <br />01, FEMA Directive 108-1, and FEMA Instruction 108-1-1, must also be identified to the FEMA HQ <br />Preparedness Officer within six months of the award and completed EHP review materials must be <br />submitted no later than 12 months before the end of the period of performance. EHP review materials should be sent to gpdehpinfo@fema.dhs.gov. <br /> <br />THSGP recipients using funds for construction projects must comply with the Davis-Bacon Act (codified <br />as amended at 40 U.S.C. §§ 3141 et seq.).
