<br /> <br /> PSGP Appendix | February 2021 Page G-2 <br />Allowable Direct Costs <br />Specific investments made in support of the funding priorities discussed in the annual PSGP NOFO <br />generally fall into one of the following six allowable expense categories: <br />• Planning <br />• Operational Activities <br />• Equipment and Capital Projects <br />• Training and Awareness Campaigns <br />• Exercises <br />• Management and Administration <br /> <br />The following provides guidance on allowable costs within each of these areas. <br /> <br />Planning <br />Planning activities address the Soft Targets/Crowded Places; Cybersecurity; Emergent Threats; and <br />Planning Priorities. <br /> <br />PSGP funds may be used for the following types of planning activities: <br /> <br />• Development or updating of port wide risk mitigation plan (PRMP), including the conduct of port <br />security vulnerability assessments as necessary to support plan update/development <br />• Development and enhancement of security plans and protocols within the Area Maritime Security <br />Plan (AMSP), PRMP, and the Business Continuity and Resumption of Trade Plans (BCRTP) in <br />support of maritime security and risk mitigation planning <br />• Materials required to conduct planning activities noted in this section <br />• Travel and per diem related to the professional planning activities noted in this section <br />• Coordination and information sharing with fusion centers <br />• Other port wide maritime security project planning activities, which emphasize the ability to <br />adapt to changing conditions and be prepared to withstand, and recover from, disruptions due to <br />emergencies with prior approval from FEMA <br /> <br />Backfill, overtime, hiring of part-time temporary personnel, and contractors or consultants to assist with <br />planning activities. Copies of PSGP-funded plans must be made available to FEMA and the U. S. Coast <br />Guard (USCG) upon request. <br /> <br />Operational Activities <br />Operational Activities address the Soft Targets/Crowded Places; and Emergent Threat Priorities. <br /> <br />Explosive Detection Canine Teams (EDCTs) <br />Use of canines (K-9) for explosive detection is one of the most effective solutions for the detection of <br />vehicle-borne IEDs. When combined with the existing capability of a port or ferry security/police force, <br />the added value provided through the addition of a canine team is significant. EDCTs are a proven, <br />reliable resource to detect explosives and are a key component in a balanced counter-sabotage program. <br />Eligibility for funding of EDCTs is restricted to: <br /> <br />• U.S. Ferry Systems regulated under 33 C.F.R. Parts 101, 103, 104, and the passenger terminals <br />these specific ferries service under 33 C.F.R. Part 105 <br />• Maritime Transportation Security Act (MTSA) regulated facilities
