Rousselle Street Flood Protection Project <br />January 21, 2025 <br />Page 2 <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />The City experiences significant flooding of roadways during intense rain events, which <br />can have negative impacts on vehicle and pedestrian travel, business operations, and <br />can cause property damage. The City's 2018 Storm Drain Master Plan recommended <br />numerous stormdrain system improvements citywide in order to facilitate storm flows <br />and reduce flooding. The Public Works Agency has successfully sought grant <br />opportunities to fund such projects and was awarded $4,675,000 from the Prop 68 <br />Floodplain, Management, Protection, and Risk Awareness (FMPRA) grant program for <br />the Rousselle Street Flood Protection Project. <br />This project features the upgrade of existing stormdrain infrastructure along Rousselle <br />Street, from Warner Avenue to St. Gertrude Place, which will connect to the newly <br />constructed stormdrain on Warner Avenue (Exhibit 1). The project also includes new <br />drought -tolerant landscaping along the Maple Bike Trail, interpretive signage, asphalt <br />paving, new curb -ramps, new curbs and gutters, striping, and stormwater treatment <br />devices. The goal of the project is to increase the capacity of the City's stormdrain <br />system in the Delhi Channel Watershed to better facilitate storm flows. <br />Public Outreach and Contractor Participation <br />This project was originally advertised for bid on October 22, 2024, with bids due on <br />November 12, 2024. To provide an opportunity for local vendors to submit bids, the City <br />notified 2,615 regional vendors via PlanetBids, many of which are Santa Ana based. <br />Ten vendors requested bidding documents, and a total of ten bids were received. Bids <br />were not received from any Santa Ana contractors. <br />As legally required, a Notice Inviting Bids was advertised in the Orange County Register <br />newspaper on October 23, 2024 and October 30, 2024. The project was also advertised <br />in PlanetBids from October 22, 2024 through November 12, 2024.
