Civil Defense <br />financing will be provided by public or private agen- <br />cies other than the Red Cross for Red Cross functions <br />in war caused disasters. Initial request for Red Cross <br />assistance will be made by Director of Disaster Services, <br />Assistant Director of Disaster Services, or Disaster <br />Services Coordinator only. <br /> <br />VII. GENERAL INSTRUCTIONS <br /> <br />As a general principle, centralized control with decentralized <br />operations will be utilized wherever possible and feasible. <br />(See Annex A-l). <br /> <br />Priorities will be established during planning even though later <br />developments may require changes in priorities to meet the <br />immediate situation. <br /> <br />Flexibility in planning is mandatory as it is impossible to pre- <br />dict the degree of any disaster prior to its occurrence. Plans <br />should be sufficiently flexible to take care of any foreseeable <br />emergency without major disruption of operations. <br /> <br />Inter-service coordination and cooperation must be insured and all <br />services should constantly bear in mind the effect their actions may <br />have on other services. Coordination will be accomplished during <br />planning as well as during emergency operations and is a responsi- <br />bility of all services and at all levels. <br /> <br />Department responsible for preparation of each annex included in <br />this plan is shown in parenthesis in the appended annex list. <br />Annexes will contain, but are not limited to, the following: <br /> <br />1. Mission. <br /> <br />2. Assumptions and facts bearing on plan. <br /> <br />3. Organization and control (including organization chart as <br /> an appendix). <br /> <br />Operations (include applicable Standard operating procedures <br />as appendices). Variations from or exceptions to normal <br />procedures will be covered in detail. <br /> <br /> <br />
