28. BUDGET NAKRAT~E <br /> <br />A. Personnel Services: $42,000.00 <br /> <br />1. Salaries: Based upon existing wage scales prevailing in the County <br /> of Orange. <br /> <br />a) <br /> <br />Project Director: The project director is responsible for policy <br />making, as it relates to direction and control of the Orange <br />County Narcotics Index and oversees the entire project operation. <br /> <br />b) <br /> <br />Project Coordinator: The project coordinator is responsible to <br />the Project Director, who represents the Chiefs of Police and the <br />Sheriff of Orange County. It is his duty to establish procedures <br />for the receipt, dissemination and security of narcotic index <br />information. To implement a defendant/informant file with work <br />records. He schedules Task Force meetings and agendas as well as <br />attends meetings of agencies involved in Joint investigations of <br />Task Force subjects and works with the operational commander in <br />coordinating Task Force efforts. The project coordinator maintains <br />personal liaison with member agencies, Task Force members, and the <br />District Attorney's Office. 'He establishes training sessions for <br />Task Force members in areas of concern and mutual interest. He <br />mafntaius statistical information on the results of the Task Force <br />operations for dissemination and report to the Project Director <br />and the Chiefs of Police and the Sheriff of Orange County. <br /> <br />c) <br /> <br />Narcotic Index Analyst.: The Narcotic Imdex Analyst is responsible <br />to the Index Executive Committee and the Project Coordinator. He <br />evaluates and anlyzes narcotic intelligence information collected <br />by the Orange County Drug and Narcotic Task Force member agencies. <br />He determines the credibility, reliability and pertinence of <br />information and integrates this information to disclose patterns, <br />trends~ and/or evidence of organized narcotic activity. The <br />Narcotic Index Analyst also prepares reports to summarize the <br />findings and conclusions based on the interpretation of the <br />information. He is called upon to instruct representatives of <br />member agencies in the analytical and related functions of the <br />Narcotic Index and the resources available to identify and combat <br />organized narcotic activity. The Analyst is required to participate <br />in the meetings of the Task Force in order to disseminate the results <br />of the analysis of the submitted information. He assists in the <br />planning and direction of th~ Narcotic Index and acts for the Project <br />Coordinator in his absence. <br /> <br />d) <br /> <br />Index Stenographer: The stenographer handles all related clerical <br />matters, including the handling of the Index correspondence, pro- <br />cessing requests for information, processing incoming information, <br />maintaining various files and directories, handles incoming phone <br />calls and other related duties as they may be assigned. The <br />stenographer records the minutes of the Task Force Executive <br />Committee for distribution to member agencies. <br /> <br />-9- <br /> <br /> <br />
