offender is by complete Jurisdictional cooperation of the narcotic <br />officers. By attending narcotics seminars and conference schools and <br />intelligence meetings, person-to-person contact with fellow narcotic <br />officers is established. This activity enhances Jurisdictional <br />cooperation and has been found to be essential in the enforcement <br />of the narcotic laws. Local meetings: (Subsistance) - 24 meetings x <br />$5.00 x 2 = $240.00. Regional, State and Federal meetings: (Subsistence) <br />- 20 meetings x $25/day x 2 days = $1,000. Transportation $76 x I0 <br />meetings = $760.00. <br /> <br />D. Equipment - $7,500 <br /> <br />The purchasing of equipment will utilize the existing procedure of the <br />Santa Aha Police Department. A request for equipment will be made to the <br />purchasing agent, who will in turn request a minimum of 3 bids from vendors <br />and the low bid will be accepted; except for very minor items, where a direct <br />buy procedure is utilized, and those items covered under contracts already <br />let under approved competitive bid procedures, <br /> <br />1. Vehicle trade-in allowance @ $1,500 ea. = $3,000 <br /> <br />At the present time, the Orange County Narcotic Index has a total of <br />six (6) surveillance vehicles. (Two cab-over camper pickup trucks, <br />one van, one E1 Camino and two 1972 sedans). The two 1972 sedans were <br />obtained during the first year grant period. It is requested that $1,500 <br />be allocated, plus the current value of these vehicles, for trade-in and <br />subsequent purchase of newer vehicles. Total $3,000 cash expenditure. <br />It is estimated tha~ by ~a~e 1975, the ,ri-ledge onthese vehicles will <br />exceed 60,000 miles each. It is felt that is would be in the best <br />interests of the narcotic officers to replace these two vehicles for <br />two reasons: (1) By late 1975, these vehicles will have been utilized <br />in undercover narcotic operations for well over two years. It is possible <br />that they could have become known to some narcotic violators in the county. <br />(2) The vehicles have been utilized extensively and have undoubtedly <br />received mechanical stress and wear. The trade-in value of these vehicles <br />(plus the allotted $1,500 per vehicle) would permit the narcotic officers <br />to alter their means of transportation and enhance their safety during <br />investigations. <br /> <br />2. Bloodhound Mobile Tracker - $4,500 <br /> <br />The Bloodhound is a "homing" system that provides a simple, reliable means <br />of locating a miniature transmitter. The Mobile Tracker is quickly <br />installed in typical vehicles and aircraft by the user himself. The receiver <br />sorts out the signal of the Coder-Transmitter under surveillance. When the <br />receiver in the vehicle detects the signal, the operator is advised by a <br />tone and visual indications. He follows the "TO" and "FROM" indication, as <br />well as "LEFT" and "RIGHT" instructions until the Coder-Transmitter is pi~ <br />pointed. Only one of the twenty-three police agencies in Orange County <br />currently includes the Bloodhound as a part of its investigative hardware. <br />This unit is utilized by various sections of the detective bureau with <br />gratifying results. It is felt that the addition of a Bloodhound Mobile <br />Tracker would be a tremendous asset to the narcotic officers of Orange <br />County. This unit would allow narcotic officers to surveil narcotic <br />violators at a discreet distance, thus grestly reducing the possibility of <br />being'burned" during a moving surveillance.
