34. Project Objectives <br /> <br />A. The following are considered to be the project objectives as stated: <br /> <br />Reduce the trafficking and availability in illegal narcotics and <br />restricted dangerous drugs iw Orange County by 5%. The comparison <br />will be made by matching 1974 statistics with 1973 statistics. <br /> <br />2. Develop an operational. Narcotics Intelligence NetwOrk in conjunction <br /> with D.E.A. and C.N.I.N.. <br /> <br />Increase the quality of arrests and improve the ratio of convictions <br />to arrests for illegal narcotics and restricted dangerous drug <br />offenses. <br /> <br />Increase the coordination and cobperation to exchange information <br />within each individual agency and among local, state, and federal <br />agencies in the reduction of illegal narcotics and restricted <br />dangerous drug offenses. <br /> <br />Cooperate with health care delivery services in the area of drug <br />abuse prevention and treatment resources. <br /> <br />6. Participate at all levels in a comprehensive uniform narcotic <br /> enforcement training program. <br /> <br />Impact on those crimes related to the-sale and use of narcotics <br />and restricted dangerous drugs. Impact to be drawn by comparison <br />of yearly statistics. <br /> <br />8. Determine the precipitating causes (probable cause) leading to the <br /> initial contact and subsequent arrest of the individuals. <br /> <br />34A. Impact and Results <br /> <br />A. Narcotic Trafficking <br /> <br />Impact: The Task Force concentrates on locating major Suppliers <br />and distributors of illicit drugs, locating and seizing any <br />clandestine l~boratorieg manufacturing or cultivating illicit drugs <br />and narcotics; assisting local police agencies in initiating, investi- <br />gating and apprehending narcotic and drug violators (i.e., street <br />pushers~and users);.. ~em the flow of drugs into the County through <br />a coordinated effort with federal, state and other ~ounty enforcement <br />agencies by apprehending interJurisdictional traffickers. <br /> <br />The Task Force wil~ continue in its attempt to achieve these goals by the <br />use of informants, surveillance, "buy programs," and Joint operations <br />with other departments, which include exchange of intelligence and <br /> <br />18 <br /> <br /> <br />
