The Task Force will continue in its attempt to <br />achieve these goals by the use of 'informants, <br />surveillance, "buy programs", and joint operations <br />with other departments, which include exchange of <br />intelligence and narcotics activities and other <br />drug-related crimes. Through the use of informants <br />introducing agents into 'the lower level of drug <br />trafficking, 'the agent then works his way toward <br />the target of the Unit.- the so-called wholesalers <br />of drug traffic. We will employ all known investi- <br />gative procedures in our effort to stem or stifle <br />and control the 'sale and illegal use of narcotics <br />and dangerous dr~gs within Orange County. <br /> <br />2) <br /> <br />Result: If the wholesalers are eliminated, the im- <br />porter ~s denied a market for his goods, and the <br />source of supply is cut off for the street peddler. <br />With the decrease in the flow of the sale of narcotics <br />and dangerous drugs in Orange County and an increase <br />in the number of drug violator apprehensioms, we <br />hope for some measure of effectiveness. <br /> ¢ <br />We will measure the effectiveness of Our efforts <br />by looking at the overa!] drug picture - an increase <br />in the price and a decrease in the qusiity of illicit <br />drugs and narcotics,'due 'to the scarcity and risk <br />involved in selling ~sme; .thereby, making it less <br />available to the youth and general public or Orange <br />County.
