· Walls, fences and other barriers along arterial streets shall <br />be so designed to provide a pleasant and scenic affect to the <br />area. <br /> <br /> · Scenic amenities should b~ specifically "tailored" to <br /> <br />the needs of the area and th~, scenic values to b(' preserved <br />through development of specific plans. <br /> <br /> · Relocation or placing underground of utility lines as <br />required by existing ordinances shall continue in order to <br />improve the visual quality of the City. <br /> <br /> · The Public Works Department shall be designated as the <br />appropriate City Agency responsible for consideration of design <br />criteria and standards for scenic amenities encompassing streets <br />and highways. <br /> <br /> · The Parks and Recreation Department shall be designated <br /> <br />as the appropriate City Agency responsible for consideration of <br />design components for offstreet corridors within public right <br />of way and scenic amenities treatment within street right of way. <br /> <br /> <br />
