In addition, assuming value or rent in <br /> relationship to income remains constant, households also need <br />· a choice of housing, particularly in terms of building types <br /> and location. <br /> <br />Housing need,, or underhousing, is reflected in Santa Ana <br /> <br />o Substandard housing available at relatively high costs. <br /> <br />0 <br /> <br />Adequate housing available only at prices or.rentals <br />which greatly exceed the capability of low-income <br />lamilies to pay fo~ such shelter. <br /> <br />Total inability of low-income· families to buy or <br />rent newly constructed housing at costs within their <br />capability. <br /> <br />o Overcrowding of existing stock and deficient services <br /> and facilities provided to the immediate neighborhood. <br /> <br />o Rapidly expanding number of low-income families, and <br /> virtually no expansion of low-cost housing stock. <br /> <br /> There are many ways oi quantifying housing needs add <br />demand. Below are some of the most dommonly accepted measures. <br /> <br />OVERCROWDING: <br /> <br /> Density of occupancy of over 1,01 persons per room <br />results in the classification of a given family in a given <br />unit as "inadequate housing." Approximatley 11.6 percent of <br />the households in Santa Ana are overcrowded, and' approximately <br />4.1 percent are severely overcrowded (more than 1.51 persons <br />per room). In Orange County, approximately 6.5 percent of the <br />households are overcrowded, and approximately 1.5 percent are <br />severely overcrowded. <br /> <br />CONDITION OF STRUCTURES: <br /> <br /> Dilapidated and unsafe units are not considered to be <br />adequate housing; they should be replaced. En 1970, approxi- <br />mately.2.4 percent of the City's dwelling units were lacking <br />complete kitchen or plumbing facilities. In Orange County <br />(including Santa Ana) only about 1.4 percent were lacking such <br />facilities. In addition, approximately 750 (1.3%) dwelling <br />units in Santa Ana have a life expectancy of less than 10 years. <br /> <br />LOCATION OF THE UNIT: <br /> <br /> Is it near employment, shopping, 'schOols, .. <br />and services?
