inadequate to the needs of many families. Does the housing unit <br />satisfy the need, or desire, of the occupant to reside near <br />families with similar aspirations and life styles? If not, the <br />housing may be regarded as inadequate. <br /> <br /> These are some of the ways housing need is measured. <br />The question remain~ why it is measured. Again, for many <br />reasons: <br /> <br />0 <br /> <br />It is often stated that housing need is measured so <br />that programs can be shaped to meet the total identi- <br />fied level of need. <br /> <br />o Next, it is pointed out that graphic documentation of <br /> the level of overall need;is required to help in <br /> enlisting the support of those who choose to attach <br /> ' themselves only to major causes. This report pro- <br /> vides that kind of documentation. <br /> <br />o Third, it is felt that such docUmentation must be <br /> provided to begi~ to change the minds of those who <br /> feel that "there is no housing problem in Santa Aha <br /> that requires local government action." This report <br /> provides that information, also. <br /> <br />More realistically, th$ outlining of total housing <br />need, and-its various components, provides a frame- <br />work within Which those seeking to bring about change <br />can begin to measure the effec%iveness of their <br />efforts. <br /> <br />0 <br /> <br />GROUPS IN <br /> <br />Finally, such an analysis permits the'identification <br />of specific target populations and problems and pro- <br />rides a focus for those whose efforts might otherwise <br />remain overly fragmented and minimally effective. <br /> <br />NE. ED OF .ADEQUATE HOUSING: <br /> <br /> The analysis of need tells us who, specifically, <br />need of housing. The categories and hUmbers include: <br /> <br />is in <br /> <br />The .Elderly: <br /> <br /> Over 19,680 (10.7%) of the City's 183,768 residents <br />received Old Age and Survivor's Benefits in .1973.
