Shields <br /> <br />Petitions <br />Improv~ment of Rousselle, <br />Oak, Cedar, Standard et al <br />Assessment District No.199 <br /> <br /> C~mmmication was read from the Pl-n~ing Cnmmf ssion rec~nding denial of variance <br /> application of Mar~-~ne Whelan to permit construction of a single-family dwelling on <br /> rear part of lot located at 217 South Baker Street, in addition to single-family <br /> dwelling and duplex existing on front part of the lot. On motion of Councilm-n <br /> Markel, seconded by Heinly and carried, the matter was continued until the next <br /> regular meeting. <br /> <br /> On motion of Councilman Reinly, seconded by Markel and carried, the recommendation <br /> of the Planning C;-=-ission was approved and the variance of Lemuel B. Rlett granted <br /> to permit construction of a building, 25' x 70', on property at the northeast corner <br /> of Kilson Drive and Anahurst Street, to be used for a Children's Day Nursery School <br /> to accommodate thirty children, subject to condition for off-street parking and the <br /> parking area to be blacktopped. <br /> <br /> On motion of Cou~cllm~n Neinly, seconded by Markel and carried, the recommendation <br /> of the Planning Com, ission was approved aud the variance of Paul E. Davis granted to <br /> permit the use of property at 115 North McOlay Street, for a five-unit motel, at <br /> this tt-~ and for future expansion. <br /> <br /> Co~m-uication was read from the Planning Commission rec.=...~uding approval to part of <br /> variance of G. Roward Robertshaw <br /> the_/application~permitting the use of existing building for a real estate office on <br /> <br /> property located at 1518-1520 North Grand Avenue, with a double-faced sign, 5' x 8' <br /> or ~O square feet, with the stipulation that access be made to the rear yard and <br /> sufficient off-street parking area be made available at the rear, for ten cars, the <br /> entire parking area to be blacktopped, subject to condition of Public Works Depart- <br /> ~ent. The Council having unanimously waived the reading of the Resolution, on <br /> motion of Councilman Helnly, seconded by Markel and carried, the following Resolutic <br /> entitled: <br /> <br /> "Resolution No. 57-25 granting a Variance where the Planning <br /> Commission recommended denial of a part" <br /> <br /> was considered and passed by the followim~ vote: <br /> <br /> Ayes, Councilmen Dale R. Dahl <br /> <br /> It was moved by Counc~lm-~ ]{einly, seconded by Markel and carried, that the Council <br /> declare the office of Councilman from the Fifth Ward vacant as of February 18, 1957. <br /> It was moved by Counc~m~- Neinly, seconded by Markel and carried, that the Council <br /> declare its intention not to fill the vacancy of Councilm~n fro~ the Fifth Ward. <br /> <br /> On motion of Counc~lm-u Markel, seconded ~y Heinly and carried, the recommendation <br /> of the Plezming C~mmission was ~pproved and the variance of Virgil Orvid Shields <br /> granted to permit the use of existing build~ at 8~8 North Birch Street, for an <br /> insurance agency office, with three offices and lecture room, including storage for <br /> the various forms required of au agency, the west 52' of lot to be surfaced to pro- <br /> vide off-street parking space for ten cars or more, and subject to the condition as <br /> imposed by the Department of Public Works. <br /> <br />The Manager reported that the signatures on the petitions had been checked an~ it <br />was found that 59.64% of the area signed the petitions for an assesm--nt district <br />to provide For certain improvements on Rousselle, Oak, Cedar, Stan~awd, St. Andrew, <br />et al, and it was also reported that additional petitions will be filed to bring the <br />percentage up to more than 60% of the area in order to waive the 1931 "Debt Limit- <br />ations Act". <br /> <br /> <br />
