<br />This being the date set for' the continued hearing of protests on assessments in the
<br />proceeding known as "Vehicle Parking District No. l", the Clerk read the Attorney's
<br />report dated February 27, 1957, reference the proceeding to be followed. On
<br />of Councilm~ Heinly, seconded by Markel and carried, the report was received and
<br />filed. Attorney Willis J. Clemens, representing The Church of the Messiah pro-
<br />tested the amount of the assessment on the basis of the benefit derived and stated
<br />that business establishments derive the greatest amount of benefit from the parking
<br />lot; the method of assessment is arbitrary and suggested that the assessment in the
<br />sum of $2,253.25 be revised for the Church. Attorney Roy Giordane, representing
<br />The First Congregational Church, requested that the assessment be reduced as the
<br />Church derives no benefits from the parking lot as the parishioners use the parking
<br />lot directly across the street on Sundays or for other Church meetings and rec
<br />that the matter be reconsidered. Attorney John N. Stanley, representing Katherine
<br />and George Dryer, protested the nn~easonableness of the assessment on his clients.
<br />It was moved by Councilman Heinly, seconded by Jerome and carried, that the protest
<br />of Katherine and George Dryer be denied. It was moved by Councilman Helnly,
<br />by Jerome and carried, that the protest of Roy J. Lyon be denied. It was moved by
<br />Counc~lm~u Heinly, seconded by Markel and carried, that the protest of Esther
<br />MacFarlane and protest of Josiah S. Talcott be denied. It was moved by Counc~lma~
<br />Heinly, seconded by Markel and carried, that the protest of Everard L. Stovall be
<br />denied. It was moved by Councilman Heinly, seconded by Markel and carried, that
<br />protest of Gertrude M. Burns be denied. It was moved ~by Councilma~ Hein~y, secende
<br />by Markel and carried, that the matter be referred to the Department of Public Works
<br />for a revision of the spread of the assessment. It was moved by Councilman Eeinly,
<br />seconded by Markel and carried, that the employment of ~'Melveny and Myers, Bonding
<br />Attorneys,be authorized to examine and advise on the proceedings and render an
<br />opinion regarding the bonds. It was moved by Councilman Markel, seconded by Neinly
<br />and carried, that the assessments on the three Churches be reduced to one-third of
<br />the present assessment, ~the assessment on the Telephone Company property be reviewed
<br />for possible adjustment and all others be adjusted accordingly.

<br />Communication was read from Izaak Walton League of America, Inc., advising that the
<br />League is planning to erect a Clubhouse on the City property near the Santa Aha
<br />River and requesting a reclassification, by the City, from the R-2 to the R-3 Distri.
<br />of the easterly 100' of the leased area, where the Clubhouse would be located. On
<br />motion of Councilman Heinly, seconded by Markel and carried, the c~ication was
<br />received and filed. On motion of Councilman Heinly, seconded by Markel and carried
<br />the request was referred to the P~uing Commission with instructions to institute
<br />proceedings to change the zone on the particular property referred to.
