Beard <br /> <br />Communication was read frc~ the Chamber of Commerce urging that immediate steps be <br />taken to release owners of agricultural lands, now in the City or contemplated for <br />annexation, from assuming through tax assessment or otherwise, the cost of collecti¢ <br /> <br />of garbage or trash when the same is not required, and on motion of Councilman <br /> <br />Jerome, seconded by Heinly and carried, the communication was received and filed. <br /> <br />Co~nunication was read fram the Chamber of Commerce advlsing that it is the recom- <br />mendation of the Annexation Committee that a qualified legal firm, well known in the <br />bond field, be retained to obtain an opinion to rights and/or liabilities of proper~ <br />owners in territory transferred from one sanitation district to another, and on <br /> <br />motion of Councilman Markel, seconded by Jerome and carried, the ccmmamication was <br /> <br />received and filed. It was moved by ColA~ci~man Neinly, seconded by Jerome and car- <br />ried, that a qm,~ Ified legal firm, well known in the bond field, be employed at a <br /> <br />fee not to exceed $500.00, to render an opinion. <br /> <br />Communication was read from the Chs~,ber of Commerce requesting that plans be formuls <br /> <br />for Joint effort between the City and the Count~ relative to the improvement of <br /> <br />First Street (Bolsa Avenue) which is in-~Sequate to carry the traffic load, and on <br /> <br />motion of CounciLman Markel, seconded by Heinly and carried, the communication was <br />received, filed and referred to the Department of Public Works with instructions to <br /> <br />formulate the plans as requested. <br /> <br />Communication was read frc~ the Chamber of Commerce requesting action in developmen' <br /> <br />of the Delhi Road-Wintersburg Avenue alignment and the necessary bridge over the <br /> <br />Santa Aha River; and the improvement of the grade of the Edinger Street crossing of <br />the Santa Ana River with expedited action on the development of the proposed ~brid~e <br />On motion of Councilman Markel, seconded by Heinly and carried, the communication <br /> <br />was received and filed. <br /> <br />Frank Bueche, Chamber of Commerce Annexation Chairman, presented petitions for <br /> <br />annexation of the area known as "North of Smeltzer Annexation" signed by approxfmst~ <br /> <br />829 registered electors in the area. On motion of Councilman Heinly, seconded by <br /> <br />Markel and carried, the petitions were received~ filed and referred to the Clerk <br /> <br />for checking as required by the Annexation Act of 1913. <br /> <br />Frank Bueche, Chamber of Commerce Annexation Chairman, presented petitions for <br /> <br />annexation of the area known as "South of Smeltzer Annexation" signed by approx- <br />imately 89 registered electors in the area. On motion-of Councilman Heinly, <br /> <br />seconded by Markel and carried, the petitions were received, filed and referred to <br /> <br />the Clerk for checking as required by the Annexation Act of 1913. <br /> <br />Frank Gelinas, Secretary-~ager of the Chamber of Commerc9 submitted a report of <br />expenditures to date on the "North of ~ltzer Annexation" and "South of Smeltzer <br />Annexation". It was moved by Councilm-n Heinly, seconded by Markel and carried, <br />that the existing contract with the Chamber of Commerce be amended to provide for <br />additio~-I campensation in the sum of $2500.00 to cover cost of further work <br /> <br />involved on said annexations. <br /> <br />Communication was read frc~ The Orange County Ornithological Society protesting <br />against the removal, destruction or abolishment of Birch Park, and on motion of <br />Councilman Jerome, seconded by Heinly and carried, the communication was received <br /> <br />and filed. <br /> <br />Communication was read from Ruby K. and Arthur A.
