Approved 6/25/73. <br /> <br />VA 73-37, 2102 E. Fairhaven, allowed two story condominium <br />buildings in the R4 District within 150 feet of property <br />zoned Al, RE, and R1. Approved 8/6/73. <br /> <br />Surrounding Zoning: See attached SDM <br /> <br />Present Use: Vacant property <br /> <br />3. General Plan Compatibility: <br /> <br />The General Plan designates the area for medium density residential. <br /> <br />4. Reasons for Staff Recommendation: <br /> <br />ae <br /> <br />With the parking area along Fruit Street being buffered <br />by landscaped bermed areas and a 5' high retaining wall, <br />the parking area will not be visible to or have a detri- <br />mental effect on existing single family residences on <br />the north side of Fruit Street. <br /> <br />The two story buildings proposed in the R 1 District are <br />setback an average distance of 5~ from the property line on <br />Fruit Street and design treatment.will be subject to the <br />Planning Department's approval. Dense landscaping within <br />the 18 foot wide landscape strip will also provide a <br />screening effect. <br /> <br />The R 1 zone which requires the 150' setback for 2 story <br />buildings is located on the subject property and will not <br />be developed into single family residences. As a result <br />this 150'foot setback area is located 160' to 310' from <br />developed single family properties on the north side of <br />Fruit Street. <br /> <br />I'f the Commission approves the application, the following standard <br />requirements must be met: <br /> <br />A. Planning: 1, 2, 3, 4, 5, 13, 14 <br />B. Public Works: 1, 3, 10, 11, 13, 14, 15, 20, 21c, d, f, <br /> 28, 40, 41, 42. <br /> <br />6. The following requirements must also be met: <br /> <br />Aw <br /> <br />Be <br /> <br />Development conform to all the provisions of the R 4 District, <br />including site plan review procedure, except for the waiver <br />of the setbacks if provided for by the conditions of this <br />variance. <br /> <br />A 6'htg~ 6"wide concrete block wall be constructed along the <br />west and south property lines. Subject wall height to be <br />measured from highest grade. <br /> <br />D. Location and design of master TV antennas shall meet with <br /> the approval of the Planning Department. <br /> <br />That construction plans for the lakes be submitted to and <br />approved by the Orange County Mosquito Abatement District <br />prior to the issuance of building permits. <br /> <br />That a parcel map for the proposed phasing of the project <br />be submitted to and approved by the City, and recorded prior <br />to the issuance of building permits. <br /> <br />G.
