CUP 76-6 Santa Fe Land Improvement Company" <br /> <br />The City's Sign Ordinance states that, u f-premise advertising signs and <br />sign structures are not permitted and shall not be constructed or maintained <br />in any use district other t~an in the C 2, C 3, M 1 and M 2 Districts with <br />an approved conditional use permit." Section 41-638 of the Zoning Ordinance <br />states that, "The Council, Planning Commission and Zoning Administrator may <br />grant according to the procedure outlined in this chapter: (1) conditional <br />use permits for specific uses located at a particular location when it shall <br />be deemed: <br /> <br />a) <br /> <br />b) <br /> <br />to be necessary or desirable to provide a service or facility <br />which will contribute to the general well being of the neigh- <br />borhood or the community; and <br /> <br />that such use will not, under the circumstances of the par- <br />ticular case, be detrimental to the health, safety or general <br />welfare of persons residing or working in the vicinity; and <br /> <br />c) that the proposed use will comply with the regulations and <br /> conditions specified in this chapter for such use; and <br /> <br />d) that granting of this conditional use permit will not adversely <br /> affect the General Plan of the City." <br /> <br />It is the staff's feeling that the proposed project: <br /> <br />a) <br /> <br />is not a necessary or desirable service or facility which will <br />contribute to the general well being of the neighborhood or the <br />community~ There are presently seven off-premise advertising <br />signs along Grand Avenue between Fairhaven Avenue and Dyer Road <br />which would appear to be adequate to meet the advertising needs <br />of the area; and <br /> <br />b) it will have an adverse affect on the City's General Plan; and <br /> <br />c) it would begin to create an undesirable visual image along <br /> Grand Avenue. <br /> <br />5. Reasons for Staff Recommendation: <br /> <br />A. The proposed project will not contribute to the general welfare of <br /> the neighborhood or community. <br /> <br />B. The proposed project would have an adveKse effect On the City's General <br /> Plan and specifically the Scenic Corridors Element. <br /> <br />C. The proposed project would begin to crea~e an undesirable visual image <br /> along Grand Avenue. <br /> <br />De <br /> <br />The proposed project., in conjunction with CUP 76-7, would add five <br />additional off-premise advertising signs along Grand Avenue between <br />McFadden Avenue and St. Gertrude Place, a distance of approximately <br />one mile. <br /> <br />6. If the Commission approves the application, the following standard require- <br /> ments must be met: <br /> <br />A. Planning: l, 2, 14 <br /> <br />B. Public Works: 5 <br /> <br />7. The following requirements must also be met: <br /> <br />A. Planning <br /> <br />* 1) That the sign identified as number 2 on Exhibit A be deleted. <br /> <br />* Condition added by the Planning Commission. <br /> <br />CUP 76-6 Page 3 <br /> <br /> <br />
