CUP 76-6 Santa Fe Land Improvement Company" The City's Sign Ordinance states that, u f-premise advertising signs and sign structures are not permitted and shall not be constructed or maintained in any use district other t~an in the C 2, C 3, M 1 and M 2 Districts with an approved conditional use permit." Section 41-638 of the Zoning Ordinance states that, "The Council, Planning Commission and Zoning Administrator may grant according to the procedure outlined in this chapter: (1) conditional use permits for specific uses located at a particular location when it shall be deemed: a) b) to be necessary or desirable to provide a service or facility which will contribute to the general well being of the neigh- borhood or the community; and that such use will not, under the circumstances of the par- ticular case, be detrimental to the health, safety or general welfare of persons residing or working in the vicinity; and c) that the proposed use will comply with the regulations and conditions specified in this chapter for such use; and d) that granting of this conditional use permit will not adversely affect the General Plan of the City." It is the staff's feeling that the proposed project: a) is not a necessary or desirable service or facility which will contribute to the general well being of the neighborhood or the community~ There are presently seven off-premise advertising signs along Grand Avenue between Fairhaven Avenue and Dyer Road which would appear to be adequate to meet the advertising needs of the area; and b) it will have an adverse affect on the City's General Plan; and c) it would begin to create an undesirable visual image along Grand Avenue. 5. Reasons for Staff Recommendation: A. The proposed project will not contribute to the general welfare of the neighborhood or community. B. The proposed project would have an adveKse effect On the City's General Plan and specifically the Scenic Corridors Element. C. The proposed project would begin to crea~e an undesirable visual image along Grand Avenue. De The proposed project., in conjunction with CUP 76-7, would add five additional off-premise advertising signs along Grand Avenue between McFadden Avenue and St. Gertrude Place, a distance of approximately one mile. 6. If the Commission approves the application, the following standard require- ments must be met: A. Planning: l, 2, 14 B. Public Works: 5 7. The following requirements must also be met: A.
