Continued Hearing Proposed Civil Service Rules and Regulations Ordinance No. NS-277 Presentation of Safety Award , Bid acceptance Plant Mix Bid acceptance Widening and resurfacing So.Main St. from Walnut to First Street Variance Vahan Apelian Rubaloff favoring the location of the plant and on motion of Counctlme~ Hubbard, seconded by W~l L and carried, the communication was received and filed. Frank Gelinas, Secretary-~n-ger of the Chamber of Commerce stated the City ca~ot affor~ not to have the plant in this district. Numerous persons gave their reasons why they objected to the establishment of the Electro-Data plant and other persons gave~ reasons why they favored the industry. On motion of CounciLman Hubbard, seconded by Ha! ! and carried, the hearing was continued until October 7, 1957. ~his being the date set for the continued hearing on the adoption of the proposed Civil Service Rules and Regulations, no protests w~re received and on motion of Counc~ lm~ Hubbard, seconded by Markel and carried, the following Ordinance entitle "Ordinance No. NS-277 repealing Chapter 2 of Article II of the Santa Aha Municipal Code, and adopting by reference Civil Service Rules and Regulations to carry out the intent a~ purpose of the Civil Service provisions of the Charter of the City of Santa Aha" was considered and passed by the following vote: Royal E. Hubbard, St--ley C. Gould, Jr., A. A. Hall, J. Ogden Markel, Dele H. Heinly None None Ayes~ COU~Ci1 Noes, Councilmen Absent, Councilmen Counci!~-- Gould presented a merit certificate and a cash award to Josepha B. Solis 13931 Bonita Street, Garden Grove, who was the outstanding driver of the month in the Santa Aha Safe Driving Campaign. On recommendation of the Acting City Manager and on motion of Councilman Markel, seconded by Gould and carried, the bid of Sully-Miller Contracting Company was accepted and the other bid rejected. A tabulation of bids was presented by the Acting City Manager for the widening and resurfacing of South Main Street from Walnut Street to First Street, Project Nc.lOC as follows: Sully-Miller Contracting Company Total $11,803.40 Certified check $1250.00. Total $1~,766.50 $2,000.00 bond Griffith Company On rec~..~ndation of the Acting City Manager and on motion of Councilman Mall~ seconded by Hubbard and carried, the bid of Sully-Miller Contracting Company, in Department, and the other bid rejected. the sum of $11,803.40 was accepteel, subJect to the approval of.the State Highway/ Cc~m.mfcation was read from the Planning Co~ssion reco-~ending approval of variance application of Vahan and Arpine Apelian to permit the construction of two duplexes on property at 1702 South Flower Street, in the R-1 District, subject to conditions. William Risko, 915 West Berkeley Street presented a petition signed by approximately fifty persons protesting the variance and stated the property should remain as R-1 District.
