<br /> This being the date set for the continued hearing of protests on annexation to the
<br /> City of certain m~nf~habited territory designated "Fairview and Raitt S. W. Annex",
<br /> r~quest was read from Hitoshi Nitta and Jay Brooks for postponement of action for
<br /> approximately sixty days, and on motion of Councilman Markel, seconded by Gould and
<br /> carried, the hearing was continued until December 16, 1957.

<br /> This being the date set for hearing on the amendment application of ~{ugh T. Walker
<br /> for reclassification of property situated on the north side of McFadden Street,
<br /> beginning at a point 778 feet east of the northeast corner of Halladay and McFadden
<br /> Streets, with a frontage of 397.68 feet on McFadden Street and a depth of lll4.10
<br /> feet, from the R-1 to the R-3 District, eight persons stood in protest. Mr. Riple~
<br /> 854 East Wisteria Place, stated there should be a buffer zone for the R-1 District
<br /> fronting on their property and buffer zones for the R-2 District to proposed
<br /> Standard Avenue and R-3 District on the east side of Standard Avenue; also proteste(
<br /> the original application but stated if the applicant confo~ns to the recommendation
<br /> of the Planning Commission the property owners would not object. Mr~ John K.
<br /> Johnson, 854 McFadden Street, on behalf of a group of property owners, stated they
<br /> are in accord with the recommendation of the Commission but objected to four units
<br /> on one lot. Attorney James Turner, representing the applicant, said the plan, as
<br /> recommended by the Commission, is not feasible to the applicant; the apartments
<br /> will be one bedroom apartments rented to families without children and with a four-
<br /> lane street there will be no traffic problems. On motion of Councilman Gould,
<br /> seconded by Hall and carried, the recommendation of the Commission was approved and
<br />
<br /> the following Ordinance entitled:
<br />~Ordinance amending Article IX of the Santa Ana Municipal Code
<br /> creating changes in district boundaries, and amending Sheet No.
<br /> 45 of the Distriating Map to show the reclassification"
<br /> was introduced, considered and passed to second reading.

<br />for reclassification of property situated at the southwest corner of the intersecti~
<br />of Chestnut and Lyon Streets, extending south from Chestnut Street 536 feet and
<br />extending westerly from Lyon Street 240 feet, from the R-1 to C-2 District, the
<br />
<br />Clerk read communication from Elmer F. and Mary M. Thompson protesting the rezoning
<br />and on motion of Councilman Gould, seconded by Hubbard and carried, the communicatic
<br />was received and filed. Attorney J. R. Moore, representing Colonel Lester Harris,
<br />stated his client lives immediately to the south of the property under consideratioi
<br />Also, any bedroom windows would be 12 to 14 feet from the commercial zone and there
<br />is no commercial property on Lyon Street, and he understood that it has been the
<br />policy not to have C-2 property abutting R-1 property. Attorney Fred Johnston,
<br />representing the applicant, requested consideration of the letter from Santa Ana
<br />Lodge No. 794 B. P. 0. E., favoring the reclassification, and on motion of Councilm~
<br />Hubbard, seconded by Hall and carried, the con~unication was received and filed.
<br />Attorney Johnston stated that aerial photographs have been filed showing the result
<br />of the increase in commercial use. Hearing declared closed. It was moved by
<br />Councilman Gould, seconded by Hubbard and carried, that the hearing be reopened.
<br />Novel James stated the Electrical Company is progressing to the point of purchasing
<br />the property. It was moved by Counc~lms~ Hull, seconded by Hubbard and carried,
<br />that the property as outlined in the map be rezoned from R-1 to C-2 District, 'and
<br />the following Ordinance entitled:
