<br /> On motion of Councilman Hubbard, seconded by Gould and carried, the M~-~ger was
<br /> authorized to discuss and negotiate with the Librarian in regard to the request.
<br /> Communication was read from C & S r~nd ~Pa~y, r~c., stat~ that the proposed
<br /> earth f~ll in the location of Delhi Road ~,nn~ng east from Harbor Boulevard, w~uld
<br /> constitute an effective dsm across the natural north-to-south drainage pattern of
<br /> their land lying ~diately north of the Delhi Road location, and requestfng that
<br /> adequate moans be provided by the City for the ,,nfuterrupted drainage of their land.
<br /> The M~ger read a letter from the Director of Public Works setting forth the
<br /> reasons for the necessity to construct this ftl] in order to ~et the proposed new
<br /> grades of Harbor Boulevard w~ich the County has ,,hair construction at the present
<br /> time. On motion of Councilman Hubbard, seconded by Gould and cabal-led, the
<br /> cations were received, filed and the matter referred to the Attorney to advise the
<br /> staff as to the law and the steps to be taken to determine whether or not the facts
<br /> apply and a~e within the law, and to report February 17th.

<br /> Crmm"Anication was read fr~m Diehl, Evans & Company ca11 lng attention to a condition
<br /> of poor inter~2 control in the Building Depa~-~ment~with reference to the depositi~
<br /> of monies and shortages in varying amounts. On motion of Counctlm~n Habbard, '
<br /> seconded by Nal 1 and carried, the matter was referred to the M~n~ger for appropriat~
<br /> action to correct the condition.

<br /> On motion of Counctlm~ Hubbard, seconded by Markel and carried, the audit report
<br /> from Diehl, Evans and Company submitting condition of funds statement for the six
<br /> months ended December 31, 1957, was received and filed.

<br /> specifications were approved and the Purmbae~ Agent authorized to advertise for
<br /> bids for the widening ~a construction of pa~ent on 17th Street, south side from
<br /> 652.85 feet west of Tustin Avenue and on Tustin Avenue, west side from 17th Street
<br /> to 6~2.84 feet south of ITth Street, Project No.O~23;bids to be opened February

<br /> specifications were approved and the Purchasing Agent authorized to advertise for
<br /> bids for the construction of pav~-~t, curb, gutter and sidewalk on the west side
<br /> of Standard Avenue from Edinger Street to 580 feet north, Project C-24; bids to be
<br /> opened March B, 1958.

<br /> At 1~ oral request of E.E.Armstrong, Chairm~ of the People to People Program, and
<br /> on motion of Counc~m~ Hubbard, seconded by Gould and carried, Ar~esia Park was
<br /> renamed E1 Salvador Park; that ~arch 2, 1958 be proclaimed as El Salvador Day and
<br /> the first Sunday of March of each year thereafter; that the Council go on record
<br /> offic~-~y re~ognlzing the People to People Program and the Administrative staff
<br /> authorized to purchase a bronze plaqu~ and place same in E1 Salvador Park.
