On motion of Councilman Hubbard, seconded by Markel and carried, the Preliminary Record of Survey Map filed by Roy Russell on property on the west side of Baker Street south of Twenty-second Street, was approved subject to the conditions of the Preliminary Record of Survey Map - Quinton Engineers ~ ~ ~ Depariment of Public Works. On motion of Councilm~u Gould, seconded by Hubbard and carried, the Preliminary Record of Survey Map filed by Quinton k~gineers on property located at the north- east corner of Harbor Boulevard and Huntzinger Avenue, was approved subject to the Variance Roman Catholic Archbishop of Los ~geles conditions of the Department of Public Works. Councilman Markel disqualified himself on the following motion. On motion of CounciLman Hall, seconded by Hubbard and carried, the recommendation of the P~annin. Commission was approved and the variance of the Roman Catholic Archbishop of Los Angeles granted to permit use of property situated at the southwest corner of Fair- view Avenue and Center Street, in an R-1 District, for a Church and School site, in accordance with plot plan, with sufficient off-street parking space to provide one parking stall for each three seats in the church,the School and Church parking to be coordinated so as to provide adequate parking for each service and the parking Variance George L. On motion of Councilmen Gould~ seconded by Markel and carried, the recommendation of the Planning Cc~mission was approved and the variance of George L. Taney granted to permit construction of a building at 1730 East 17th Street, to be used for a restaurant and one retail-type store, with two ~' x 4' neon signs attached to the building, with a 50-foot setback in place of the required 60-foot setback, with off-street parking for 32 cars, in accordance with revised plot plan, subject to conditions imposed by the Commission and the further condition that the applicant William R. Macauley and Roy L. Pina dedicate all vehicular access rights on 17th Street to the City. On motion of Councilman Gould and seconded by Hall, the recommendation of the Planning Commaission was approved and the variance of William R. Macauley and Roy L. Pina granted to permit the use of property at 824 North Birch Street, in an R-3 Variance Carmen B. Knight District, for the use of Court Reporters and transcribers, in accordance with new plot plan, and subject to conditions. Mayor Heinly disqualified himself and Vice- Mayor Markel assumed the Chair. ~e motion ~as voted upon end carried. Mayor Heinly resumed the Chair. On motion of Councilman Hubbard, seconded by Gould and carried, the recommendation of the Planning Commission was approved and the variance of Carmen B. Knight grante~ to permit the construction of a single-family apartment (2~' x 36') above existing three-car garage situated on rear part of the lot, at 318 West 18th Street, in an Variance Z.A.Overbach and M. Marlin R-2 District. On motion of Councilman Hubbard, seconded by Gould and carried, the rec~mendation of the Planning Commission was approved and the variance o~ Z.A.Overbach and M. Marlin granted to permit construction of a concrete tilt-up retail store building (50' x ~O') on first vacant lot north of 415 Grand Avenue, in an R-3 District, to be used for a business of automatic launderette, with off-street parking space for nine cars, subject to conditions of the Commission and the Department of Public Works.
