<br />The Mayor ~nnounced this is the time amd place for hearing protests or objections
<br />against the improvement of Mai~ Street between Edinger ~et and Delhi Road, by
<br />the installation amd placing in operation of an or~--~utal street lightimg system,
<br />in Assessment District No. 201, as described in Resolution of Intention No. 58-1~1,
<br />and asked the Clerk if she was in possession of the affidavit of publication,
<br />affidavit of post!~g and affidavit of mailing. The Clerk stated she h~ the
<br />affidavits, and on motion of Councilman Hall, seconded by Hubbard and carried, the
<br />affidavits w~re received and filed. The Mayor asked the Clerk if she had received
<br />any written protests or objections against the do~g of the proposed work. The
<br />Clerk stated she had received a written protest from Louis Goo~-~n, which was read,
<br />and on motion of Cou~c~!me~ Gould, seconded by ~ubbard and carried, the protest was
<br />received and filed. Louis G~mau objected to the proposed improvements due to
<br />the increased tax burden and the proposed lighting system w~uld not benefit the
<br />merchants on Main Street as the majority of the businesses ar~ closed at 5:00 P.M.
<br />amd on Saturdays and Sundays. 0~ motion of ~nlcilm~- Hubbard, seconded by

<br />and carried, the hearing was closed. 0~ motion of Counc!lmeu M~rkei, seconded by
<br />Hubbard and carried, the protest was overruled and denied.

<br /> California, ordering work to be done on Main Street in said City, in
<br /> accordance with Resolution of Imtention No. 58-1~1"

<br />This being the date set for hearing on the designation of Tenth Street as a one-way
<br />Street east bound between Maim -~ Bush Streets, Frank Blauvelt, Store M~neger of
<br />J.N.Biggar, 1110 North Main Street, objected to the designed plato for the reason
<br />that it would be a detriment to the shopping trade. The Clerk read two protests
<br />of J.N.Biggar, and on ~tion of Counc~lm-~ Hubbard, seconded by ~all and carried,
<br />the c.~-.~.~uications w~re received amd filed. Attorney Milford W. D~ representin
<br />Buff~was', stated the parking problem is in the minority and it is not the desire to
<br />change the flow of traffic; the proposed plan would increase the number of off stree~
<br />parking spaces on t~ street and reduce the traffic at the drive,my on Maim Street.
<br />M~r. Blauv~lt agaim protest~ a~ stated +-bet traffic p~a are desigmed to
<br />shopp!ng~ easier for patrons and the east to west flow of traffic would benefit
<br />Biggar's. Om motiom of Cou~c~l,~n Markel, seconded by ~ubbard and carried, the
<br />hearing was closed. The Council hav~g ,,~e,!m~Asly waived the reading of the
<br />Resolution, on motion of OOumc~lma~ hubbard, seconded by Markel and carried, the
<br />foll~ng Resolution entitled:
