CITY OF SANTA ANA <br /> <br />,RELOCATION AND PROPERTY MANAGER <br /> <br />DEFINITION <br /> <br />Under direction, supervises and coordinates ell comz~ercial and residential relocation <br />and property management activities of the City's Redevelopment Agency and personally <br />processes the more complex relocation cases. <br /> <br />EXAMtLES OF DUTIES <br /> <br />In consultation with administrative superiors, establishes operational goals and <br />objectives, priorities, general work schedules and work standards; assigns, trains, <br />supervises and evaluates the work of assigned personnel; assigns personnel and other <br />resources in providing assistance to property owners and tenants displaced by the <br />redevelopment process to obtain replacement accommodations, processes claims for <br />relocation benefits and secures needed assistance from human service agencies/organi- <br />zations; reviews end recommends approval or denial of claims for relocation benefits, <br />certifying that claims end supporting documentation have been verified for complete- <br />ness, accuracy and conformity with applicable Federal and local regulations prior to <br />submission to Executive Director for final action; supervises coordination of payments <br />for approved claims; supervises staff contacts with realty, property management, escrow, <br />and mortgage firms to ensure transactions adequately address the needs and protect the <br />rights of relocatees; supervises property rental, maintenance, security end other <br />property management activities; establishes rental rates and reviews and approves <br />rental agreements; supervises record-keeping and reporting systems and procedures, the <br />conduct Of surveys and studies pertaining to relocation and property management activi- <br />ties, and the preparation of special and required periodic reports; prepares budget <br />estimates and controls expenditures; represents the Agency in contacts with Project <br />Area Cormnittee of residents and other groups in explaining relocation and property <br />management programs; and performs other related duties as required. <br /> <br />DISTINGUISHING FEATURES OF THE CLASS <br /> <br />This is responsible administrative, technical and supervisory work involving extensive <br />public contact and the application of a specialized knowledge of Federal, State and <br />local regulations and procedures in relocating property owners and tenants displaced <br />by the redevelopment process. Work requires the frequent exercise of initiative, <br />mature Judgement and discretion, considerable attention to details and compliance with <br />strict timetables. Reports to Redevelopment Real Estate Officer. <br /> <br />RECOMMENDED MINIMUM QUALIFICATIONS <br /> <br />Education and experience equivalent to graduation from college with specialization in <br />business or public administration, real estate, urban studies, or a closely related <br />Social sciences discipline end two years' supervisory experience in relocation, pro- <br />perry management, public housing or closely related activity offering specific and <br />substantial preparation for the performance of the duties outlines above, o_~r any <br />equivalent combination of experience and training which provides the following knowled. <br />skills and abilities: Considerable knowledge Of Federal, State and local laws, regula <br />tions and procedures governing the relocation of people and businesses displaced by <br />the redevelopment procesa; principles and practices of public administration generally <br />and of relocation and property management specifically; legal procedures and documents <br />involved in the relocation process and in real estate purchase, sale and rental trans- <br />actions; methods of,determining characteristics of local housing markets and current <br />rental rates. Ability to: organ~e and adminster program functions and activities <br />under minimum supervision, supervise and evaluate subordinates; analyze and interpret <br />statistical data related to real estate~rental markets; communicate effectively orally <br />and in writing; establish andtmziintain effective working relationships with realty and <br />financial firms, human service agencies/organizations, and property owners and tert~nt~ <br />from diverse socio-economic and ethnic backgrounds. <br /> <br /> <br />
