· CITY OF SANTA ANA <br /> <br />RELOCATION SPECIALIST <br /> <br />DEFINITION <br /> <br />Under general supervision performs responsible public contact work in providing <br />specialized technical relocation assistance to residential and commercial property <br />owners and tenants displaced by the redevelopment process. <br /> <br />EXAMPLES OF DUTIES <br /> <br />Performs a casework function in assisting relocatees to obtain replacement <br />accommodations, prepare and process claims for relocation benefits, secure <br />assistance of human service agencies, and provide information on appraisers, <br />contractors, escrow and mortgage firms, financial assistance resources, co~mercial <br />movers, and similar services needed to expedite and conclude relocation; ensures <br />that all transactions address the needs and protect the rights of relocatees; <br />provides advice, guidance and assistance to relocatees in the submission of claims, <br />ensuring that supporting documentation is complete, accurate and otherwise in <br />conformity with applicable legal and procedural requirements; monitors current <br />data on residential and commerical listings, vacancies, rental rates, etc.; <br />assists in the preparation of rental agreements; participates in the development <br />and modification of project activity schedules by coordinating relocation activi- <br />ties with project management; prepares periodic and special reports of technical, <br />evaluative and budgetary nature; participates in special field surveys related <br />to Agency planning functions; represents the Agency before community organizations <br />and citizen groups to explain relocation program; may train and supervise field <br />relocation aides; and performs other related duties as required. <br /> <br />DISTINGUISHING FEATURES OF THE CLASS <br /> <br />The work of this class is at the full-performancg experienced working level <br />involving extensive public contact, negotiation skills, and the application of <br />a specialized knowledge of Federal, State and local relocation regulations and <br />procedures and real estate transfer or rental transactions in assisting property <br />owners and tenants displaced by the redevelopment process to obtain replacement <br />accommodations. Nature of public contact requires above average tact and respon- <br />siveness and the frequent exercise of initiative, independent judgement and <br />discretion. Reports to Relocation and Property Manager. <br /> <br />RECOMMENDED MINIMUM qUALIFICATIONS <br /> <br />Education equivalent to two years of college with some specialization in business <br />administration, real estate, social service, psychology, or related field and two <br />years experience in relocation and/or property management work offering specific <br />and substantial preparation for the position described above or any equivalent <br />combination of training and experience which provides the following knowledge, <br />skills and abilities: <br /> <br />Knowlege of: federal, state and local laws, regulations, and procedures govern- <br />ing the relocation of people and businesses displaced by the redevelopment process; <br />procedures and documents involved in the submittal/processing claims for relocation <br />benefits and in the purchase, sale and rental of real estate; and the methods and <br />practices used in determining the characteristics of local real estate markets, <br />including property values and rental rates. Skill in negotiating various trans- <br />actions involved in the relocation of people and business on behalf of a client. <br />Ability to: Understand, interpret, explain and apply laws, regulations and pro- <br />cedures pertaining to the relocation process; work with minimum supervision; <br />analyze and interpret statistical data; prepare comprehensive technical reports; <br />and work effectively with persons of diverse soclo-economic and ethnic backgrounds. <br /> <br />4O <br /> <br /> <br />
