<br />On motion of Councilman Hubbard, seconded by Hall and carried, the recommendation of'
<br />the Planning Commission w~s apprsved and Variance Application No. 1054 filed by Don
<br />Christeson granted to permit a decrease in the front-yard re~uirements for two entire
<br />tracts (Nos. 2762 and 2887), from 60 feet to 50 feet from center line of street on
<br />all lots except cul-de-sac lots, and to decrease the front-yard requirements from

<br />side of Garden Grove Boulevard and west of the Sauta Aha River, beginning at a point

<br />to certain conditions. Warty Tancredi, 1623 French Street, on behalf of the appli-
<br />cant, said the other residents of the ar~a should participate in the paving of the
<br />alleys and questioned the legality of improving City owned property, and that Mr.
<br />Weinberg is wtll ing to make a contribution toward the paving of the alley. The
<br />applicant said he believed the alley should be left in its present condition but if
<br />the .l~ey has to be improved, the property owners should baud together J~o pay for
<br />the improvements. Hazel Proctor Pegler, 611 West Eighth Street, Realtor, stated
<br />the City owns the alley and it should be left in its present condition until the
<br />other residents assist in paying for the improvements. The Council having

<br />Communication was read from the Pl-=ntng Commission recommending approval of Variance
<br />Application No. 107~ filed by Goldie and Vaughn O. Glbbens to maintain a rest home
<br />for four elderly women (with living ~uarte~s for husband, wife and son) on property
<br />situated at 1202 North Townsend Street, in R-1 District, in the existing single
<br />family, three-bedroom dwelling on front portion of the lot, for a period not to
<br />exceed six months durtng which time the applicant is to make every effort to find new
<br />quarters for a rest home or make sufficient arrangements for disposition of the
<br />existing rest home. Robert Janickt, lO15 North Townsend Street, on behalf of eight
<br />persons, protested against the granting of the Variance and stated the living quarters
<br />are inadequate to accommodate seven persons; the residents in the area do not want
<br />a zone change in the neighborhood but did not object to the Variance being granted
<br />for a six months period only. Mrs. Gibbens said she did not know they were operating
<br />illegally as they have a license from the Welfare Department and the premises were
<br />inspected by the Fire Department; she has two elderly wom~n in her care at the
<br />
<br />present time and plans to find other housing within the six months period. On

<br />six months and that it be limited to four elderly persons, (with living quarters for
