On motion of Councilman Helnly, seconded by Gould and carried, bond in the sum of $42,000.00~ filed by Villa-Riviera Development, Inc., for the improvements on pro- perry at the southeast corner of the intersection of Hazard and Newhope Avenues, in Tract No. 2743, was ordered released and improvements accepted as completed. On motion of Cou.nc~lm~n Heird.7, seconded b70ould and cam-ied, bond in the sum of $23,000.00, filed by Hodges Building Corporation, for impro;ements of property located 1000 fe~ north of Mcl~a~lden Street on the west side of McClay Street, in Tract No. 3416, was ordered released and improvements accepted as cempleted. On motion of Councilman Gould, seconded by Heinly and carried, approval was granted' ~for payment of $~d~;74 to Allison Eoner COmPany for repair of roof drain under ,~alk between ll2 and ll4 South Main SSreet, which work was done by Pacific Plumbing Cum~y, in accordance with request of the Department of Public Work~. On motion of Councilman Gould, seconded by Heinly and carried, approval was granted~l for revised payment to Allison Honer C~mpany, in the amount of $2,537.28, for 7,929!i square feet of paving at $O.32/sq. ft.~ for street improvements on North Bristol 1 Street, adjacent to Honer Plaza, in accordance with request of the Department of Public Works. On motion of Councilman Gould, seconded by Heinly and carried, approval was granted! for payment of $224.00 to James A. Moran Construction C~,pany on stoTM drain Pro- Jeot No. 3~ for the extra work to change the grade of the pipe on En~llsh Street at Fifth Street, in accordance with request of the Department of Public Works. Conmmu~ication was presented from the Santa Ana Downtown Association requesting cha~4~e in dates of the Spring Festival frem April 8th and 9th to April 1st and 2nd, and the closing of the four blocks on Fourth Street, On~ motion of Council-!~ man Heinly, seconded by Gould and carried, the communication was received, filed, and the Department of Public Works instructed to block off the street on the east side of Fourth Street frc~ Spurgeon to Bush Streets, and from Bush to Main Streets; on the west side of Fourth and Main Streets to Sycamore Street, and from Sycamore Street to Broadway, and that "No Parking" ban be imposed after 6 P.M. on March ~lst~ and the traffic be .~losed from 6 A.M. April 1 to Noon on April 3, 1960. On motion of Councilman Heinly, seconded by Gould and carried, the application of The American Cancer Society was granted to again conduct the annual Crusade for funds for research, education and service, beginning April 18th through April BOth, 1960. On motion of Councilman Heinly, seconded by Gould and carried, the request of the Manager rec~,ending changes in the 1959-1960 budget, was postponed until the next meeting.
